RELATING TO FILM INFRASTRUCTURE TAX CREDIT.

Creates a nonrefundable twenty percent film infrastructure tax credit.  Requires that the film infrastructure project must spend at least $3,000,000 on buildings, facilities, or installations.  Caps the credit at $10,000,000 per year.  Appropriates funds to the Department of Business, Economic Development and Tourism's Creative Industries Division for two FTE positions.  (SD1)

Authorizes the issuance of bonds for the Department of Agriculture and Agribusiness Development Corporation to purchase the Wahiawa Irrigation System on the island of Oahu.  Takes effect 7/1/2050.  (SD1)

RELATING TO HISTORIC PRESERVATION.

Appropriates an unspecified amount of funds to the Department of Land and Natural Resources to conduct comprehensive inventories of historic properties and burial sites in the State, data collection on burial site locations, and archaeological surface surveys.  Takes effect 7/1/2050.  (SD1)

RELATING TO THE HAWAII YOUTH CONSERVATION CORPS.

Authorizes the Governor to designate the Department Of Land and Natural Resources to administer or enter into an agreement for the administration of a green jobs youth corps to provide temporary work and training opportunities in the fields of natural resource management, agriculture, or other sustainability‑related professions to young adults ages thirty-eight and younger.  Requires the department to partner with an organization that has received accreditation from the Corps Center of Excellence Accreditation Program or has at least ten years of experience providing similar programming statewide in the State, or both.  Appropriates funds.  Effective 7/1/2050.  (SD1)

RELATING TO HISTORIC PRESERVATION REVIEWS.

Transfers authority for certain reviews of projects in conjunction with section 6E-42, Hawaii Revised Statutes, from the Department of Land and Natural Resources to the Counties.  Defines the role of third-party reviewers for the Department of Land and Natural Resources.  Provides financial assistance to the counties to hire qualified staff to conduct the reviews.  Takes effect 7/1/2050.  (SD1)

RELATING TO NATURAL RESOURCE MANAGEMENT.

Establishes within the Department of Land and Natural Resources a visitor green fee program to collect a fee to allow visitors to visit a state park, beach, state-owned forest, hiking trail, or other state-owned natural area.  Establishes the Environmental Legacy Commission to allocate the revenues from the visitor green fee to protect and manage Hawaii's natural resources.  Establishes the Visitor Green Fee Special Fund.  Appropriates moneys.  Takes effect 7/1/2050.  (SD1)

Requires the Office of Elections to prepare a digital voter registration guide to be posted on its website.  Requires the Office of Election to mail a notice with each ballot notifying voters that a voter information guide may be found on its website.  Makes an appropriation.  Takes effect 7/30/2075.  (SD1)

RELATING TO GOVERNMENT RECORDS.

Allows the Comptroller to direct the transfer records to the State Records Center and determine the time period after which the records shall be transferred as directed.  Appropriates funds to the Department of Accounting and General Services for operating costs and equipment for the State Records Center and two full-time equivalent (2.0 FTE) positions within the Hawaii State Archives.

Requires the Board of Regents of the University of Hawaii to establish a Standing Committee on Community Colleges.  Requires the Vice President of Community Colleges to report directly to the Board of Regents Standing Committee.  (SD1)
