Requires reports to the Legislature. Appropriates funds.

RELATING TO THE NEIGHBOR ISLANDS BLIND AND VISUALLY IMPAIRED SERVICE PILOT PROGRAM. Requires the Department of Human Services to establish a neighbor islands blind and visually impaired service pilot program that provides training and other services to blind or visually impaired individuals residing on the neighbor islands. Requires the Department of Human Services to report to Legislature before the Regular Session of 2025. Appropriates funds. Repeals 06/30/2025. (SD1)

Establishes the landlord incentive program special fund to reimburse land owners who participate in certain housing voucher programs for repair costs of tenant-caused property damage when the repair costs exceed the tenant's security deposit. RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR NONPROFIT CORPORATIONS THAT PROVIDE HEALTH CARE FACILITIES TO THE GENERAL PUBLIC. Authorizes the issuance of special purpose revenue bonds to finance the construction of and improvements to health care facilities of The Queen's Health Systems and its nonprofit affiliates.

RELATING TO EDUCATION GRANTS. Requires the Department of Education to establish and administer the Strong Students Grant Pilot Program to provide grants for eligible education expenses to eligible students. RELATING TO FOOD SAFETY. Requires the Department of Agriculture to partner with the Hawaii agricultural community to establish and implement a food safety certification training program to help small to medium sized farms comply with federal food safety certification mandates. Appropriates funds.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST SAINT JOSEPH SCHOOL. Authorizes the issuance of special purpose revenue bonds to assist Saint Joseph School in planning, designing, constructing, reconstructing, renovating, acquiring, equipping, and improving educational facilities.

RELATING TO SHOOTING FACILITIES. Establishes a working group consisting of the Chairperson of the Board of Land and Natural Resources, the Director of Public Safety, and hunters and recreational shooters to determine potential locations and requirements for a shooting facility in the County of Hawaii. Appropriates funds to establish the shooting facility in the County of Hawaii. Requires the County of Hawaii to match funds appropriated on a dollar-to-dollar basis.

RELATING TO SUSTAINABILITY. Requires the Department of Land and Natural Resources to recognize that game mammals and game birds provide a sustainable food source, provided that negative impacts to the environment are sufficiently minimized or offset through native ecosystem protections that merit quality habitats with sufficient food, water, and refuge to support viable populations sufficient for hunting; to properly manage game populations in appropriate areas to minimize impacts on agriculture, important watershed areas, and native habitats, and to provide benefits such as reducing grass fire fuel and weed control to important watershed areas; and that the State's unique relationship with the ocean requires careful consideration and management of land and ocean activities that prioritize the public trust responsibilities of the State. Requires each department, office, or agency of the State to update its rules and policies to integrate the local hunting and fishing industries into any food security or sustainability strategies that department, office, or agency employs. Requires reports to the Legislature. Effective 7/1/2050. (SD1)

RELATING TO CARBON SEQUESTRATION INCENTIVES. Establishes the Hawaii farmland and forest soil health carbon smart incentive program (program) to incentivize carbon sequestration activities through incentives contracts that provide for compensation for eligible practices by program participants. Appropriates funds for positions and for administering the program. (SD1)
