RELATING TO THE GENERAL EXCISE TAX.

Clarifies that, under the general excise tax law, sales to a licensed retail merchant, jobber, or other licensed seller for resale are only eligible for the wholesale tax rate if the resale is subject to the highest general excise tax rate. Adds a similar requirement for sales of tangible personal property to a service provider or for the purpose of providing transient accommodations.

RELATING TO DIGITAL CURRENCY LICENSING PROGRAM.

Establishes a program for the licensure, regulation, and oversight of digital currency companies.  Effective 07/31/2050.  (SD1)

RELATING TO GOVERNMENT RECORDS.

Allows the Comptroller to direct the transfer records to the State Records Center and determine the time period after which the records shall be transferred as directed.  Appropriates funds to the Department of Accounting and General Services for operating costs and equipment for the State Records Center and two full-time equivalent (2.0 FTE) positions within the Hawaii State Archives.

RELATING TO ELECTRONIC INFORMATION TECHNOLOGY ACCESSIBILITY FOR PERSONS WITH DISABILITIES.

Requires that all electronic information technology developed, purchased, used, or provided by a state entity be made accessible to persons with disabilities.  Requires the Office of Enterprise Technology Services, in consultation with the Disability and Communication Access Board and a working group comprising stakeholders, to develop and publish electronic information technology accessibility standards to be implemented by all state entities.  Requires review and amendment of the standards every 3 years after the date of publication, or as needed, to reflect advances or changes in information technology.  Effective 12/31/2050.  (SD1)

RELATING TO HOMELESSNESS.

Establishes the Office of Homelessness and Housing Solutions within the Department of Human Services to be headed by the Governor's Coordinator on Homelessness.  Establishes the Homelessness and Housing Solutions Special Fund and appropriates $2,000,000 out of the general fund revenues, to be expended by the Department of Human Services for the administration of the Office of Homelessness and Housing Solutions.  (SD1)
