Increases from $1,000 to $5,000 the fine that may be assessed for campaign spending law violations against a noncandidate committee making only independent expenditures and that has received at least one contribution of more than $10,000, or spent more than $10,000 in an election period.  Allows the Campaign Spending Commission to order that the fine be up to three times the amount of the unlawful contribution or expenditure, and that the payment of the fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of an officer of the noncandidate committee.

Proposes an amendment to Article I, section 25, of the Hawaii Constitution to provide that the Legislature may define:  what behavior constitutes a continuing course of conduct in continuous sexual assault crimes against minors younger than sixteen years of age and what constitutes the jury unanimity that is required under this charge.  (SD1)

RELATING TO ELECTRONIC INFORMATION TECHNOLOGY ACCESSIBILITY FOR PERSONS WITH DISABILITIES.

Requires that all electronic information technology developed, purchased, used, or provided by a state entity be made accessible to persons with disabilities.  Requires the Office of Enterprise Technology Services, in consultation with the Disability and Communication Access Board and a working group comprising stakeholders, to develop and publish electronic information technology accessibility standards to be implemented by all state entities.  Requires review and amendment of the standards every 3 years after the date of publication, or as needed, to reflect advances or changes in information technology.  Effective 12/31/2050.  (SD1)

Adds the installation and upgrade of hydrogen refueling stations to the Electric Vehicle Charging System Rebate Program.  Establishes the rebate amount for the installation or upgrade of a hydrogen refueling system at $200,000.  Limits the rebate to hydrogen refueling systems that do not store and dispense hydrogen fuel produced using fossil fuels.  Renames Hawaii's Electric Vehicle Charging System Rebate Program to the Zero-Emission Vehicle (ZEV) Infrastructure Rebate Program.  Increases the spending cap of the ZEV Infrastructure Rebate Program.  (SD1)

Allows the Director of Labor and Industrial Relations to authorize qualified boiler inspectors who are in the exclusive employment of an owner-user inspection organization to perform safety inspections of pressure retaining items.  Extends the time by which the Director of Labor and Industrial Relations is required to reimburse the general fund for the initial appropriation made to the Boiler and Elevator Revolving Fund from ten to thirteen years from the date the fund was established.  (SD1)

Provides employees with up to eight weeks of paid family leave during the first year after birth of the individual's child, adoption of a child by the individual, or placement of a child with the individual through foster care, and eight weeks of paid family leave to care for the individual's family member with a serious health condition during any benefit year, paid through an employer-based private insurance program currently used to provide for temporary disability benefits.  Repeals chapter 398, Hawaii Revised Statutes.  Appropriates funds to the Department of Labor and Industrial Relations.  Sections 1-28 effective 7/1/2024.  (SD1)
