RELATING TO FISHPONDS.

Appropriates funds to support the department of land and natural resources' hatchery program.

RELATING TO EASEMENTS.

Exempts the granting of easements on public lands from formal subdivision process and approval requirements, including requirements for surveying and formalizing easements.

Status

RELATING TO THE LAND CONSERVATION FUND.

Increases the percentage of the land conservation fund that may be used for costs related to the operation, maintenance, and management of lands acquired by the fund.  Increases the maximum dollar amount of the conveyance tax distribution to the land conservation fund.  Appropriates funds from the land conservation fund for the resource land acquisition.

Status

RELATING TO INVASIVE SPECIES.

Appropriates funds to the department of transportation for the coordinated removal of albizia trees on public and private property, including other trees that potentially threaten the public roadways and utility infrastructure.  Requires a two-to-one matching requirement from a public utilities source.

Status

RELATING TO LAND USE.

Requires the office of planning and sustainable development to perform a study to refine rural district policies and make recommendations to facilitate the reclassification of lands from the agricultural district to the rural district.  Requires reports to the legislature.  Appropriates funds.

RELATING TO FISH AGGREGATION DEVICES.

Provides funds to the department of land and natural resources to support the deployment, replacement, and maintenance of fish aggregation devices.

RELATING TO CORAL.

Prohibits the sale, import, or export of coral products, with certain exceptions.  Requires the Department of Land and Natural Resources to amend its administrative rules accordingly no later than 12/31/2022.

RELATING TO NATIVE HAWAIIAN SAILING CANOES.

Amends requirements for an owner or lessee of a native Hawaiian sailing canoe to moor at a small boat harbor.  Defines "native Hawaiian sailing canoe".

RELATING TO MOSQUITO CONTROL.

Appropriates funds for the establishment of one full-time equivalent (1.0 FTE) planner position related to mosquito control in the department of land and natural resources.

RELATING TO HABITAT CONSERVATION PLANS.

Requires any person, before engaging in an activity with a high likelihood of resulting in an incidental take of a threatened or endangered species, to enter into a planning process with DLNR for the purpose of preparing and implementing a habitat conservation plan.  Requires habitat conservation plans to include additional components.

Status

RELATING TO A COASTAL ZONE PROGRAM.

Establishes, within the office of planning and sustainable development, a taskforce, advisory group, and consultant team to develop a coastal zone framework-development taskforce to develop a programmatic framework for a Hawaii next generation coastal zone management program.  Makes an appropriation.

Status

RELATING TO WATER CONSERVATION.

Creates a refundable water catchment tax credit for homeowners who install a water catchment system meeting certain requirements on residential property in the State owned by the homeowners.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
