RELATING TO TRANSIENT VACATION UNITS. Authorizes any person to commence a civil action in district court on that person's own behalf against any owner of a dwelling unit if the owner advertises, solicits, offers, or provides the dwelling unit as a transient vacation unit and the owner is not authorized by the applicable county to provide the unit as a transient vacation unit.

RELATING TO THE SAND ISLAND STATE RECREATION AREA. Appropriates moneys to the Department of Land and Natural Resources to prepare a master plan for the Sand Island state recreation area.

RELATING TO COASTAL EROSION. Establishes and appropriates moneys for a two-year program at the University of Hawaii to study the impact of sandbag walls, or "sand burritos," on sand movement patterns and coastal erosion at Ehukai Beach Park. Establishes a temporary moratorium on the use of sandbag walls or sand burritos unless authorized by an emergency permit from the Department of Land and Natural Resources.

RELATING TO WATER RATIONING. Establishes an income tax credit for water rationing systems.

RELATING TO LAND. Transfers certain land to the Department of Hawaiian Home Lands.

RELATING TO HISTORIC PRESERVATION. Defines "pre-contact historic property". Clarifies that the historic preservation program includes the development, publication, and distribution of materials and consultation services about protections for burials, historic sites, and archaeological resources. Increases civil and administrative fines for certain violations of historic and preservation requirements and makes violators liable for costs associated with mitigation or restoration measures.

RELATING TO TRAILS. Appropriates moneys for the establishment of a permanent full-time equivalent land and access specialist position and a permanent full-time equivalent abstractor position within the na ala hele program for the protection and expansion of public trail access statewide.

RELATING TO STATE PARKS. Appropriates funds out of the state parks special fund to raise the expenditure ceiling of the special fund.

RELATING TO RAPID OHIA DEATH. Appropriates funds to the department of land and natural resources to study and combat rapid ohia death in the State.

RELATING TO INVASIVE SPECIES. Requires the division of forestry and wildlife of the department of land and natural resources to establish a two-year pilot program to remove invasive species in and around Waiahole stream on Oahu.

RELATING TO THE KAHO‘OLAWE ISLAND RESERVE COMMISSION. Appropriates funds for the Kaho‘olawe island reserve commission and to fund two full-time equivalent permanent positions for the Kaho‘olawe island reserve commission.

RELATING TO FERAL CHICKENS. Appropriates funds for the department of land and natural resources division of state parks to establish a program to eradicate feral chickens in state parks.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
