RELATING TO THE PHOTO RED LIGHT IMAGING DETECTOR SYSTEMS PROGRAM. Makes clarifying amendments to chapter 291J, Hawaii Revised Statutes, to reflect legislative intent, including repealing or changing certain defenses to violations of the photo red light imaging detector systems program. Amends the appropriations made pursuant to Act 133, Session Laws of Hawaii 2021, to account for the photo red light imaging detector system program's current timetable.

RELATING TO IGNITION INTERLOCK DEVICES. Requires consecutive terms of imprisonment for anyone convicted as a repeat or habitual offender if arising from same conduct as conviction for operating a vehicle without an ignition interlock device. Requires any person operating a vehicle with an ignition interlock to have government issued identification in their immediate possession. Extends the lookback period under provisions relating to ignition interlock requirements from five to ten years. Expands the offense of circumventing or tampering with an ignition interlock to include obscuring the camera lens or not providing a picture of the driver.

RELATING TO THE STATEWIDE TRAFFIC CODE. Prohibits any person whose driver's license has been administratively revoked or who has been convicted for offenses involving operating a vehicle under the influence of an intoxicant from being eligible for a driver's license without providing proof of compliance with the ignition interlock law. Prohibits a person from driving for two years if the person does not own or have the use of a vehicle for the installation of an ignition interlock device or is otherwise unable to drive during the revocation period.

RELATING TO AIRCRAFT. Requires the Director of Transportation to adopt rules that require tour aircraft operators to have aircraft liability insurance coverage of not less than $1,000,000 per person per incident.

RELATING TO AIRCRAFT NOISE. Requires the Department of Transportation to specify rules, procedures, standards, and enforcement for mandatory noise abatement as part of the Tour Aircraft Operators Permit.

RELATING TO TRANSPORTATION. Establishes the helicopter noise and safety task force. Requires the Director of Transportation to adopt rules to require tour aircraft operators to have commercial general liability insurance coverage of at least $10,000,000 and to report details of each flight taken by the tour aircraft operation in order to renew a tour aircraft operation permit.

RELATING TO CONCESSIONS. Provides the department of transportation with more flexibility and discretion to address substantial hardship situations that impact airport concession contracts.

RELATING TO AIRPORTS. Establishes the Airport Advisory Working Group in the Department of Transportation to advise on airport design and construction projects to prioritize user experience while reflecting local culture, environment, and the history of Hawaii.
