RELATING TO ABANDONED VEHICLES. Requires the counties to provide a minimum distance a vehicle must be moved within a specified timeframe after a vehicle is initially inspected for abandonment to avoid an official classification of abandonment. Requires that, before a vehicle can be classified as being abandoned, notice be provided that the vehicle must be moved the specified distance within the specified timeframe or be subject to removal.

RELATING TO ABANDONED VEHICLES. Allows the director of finance of a county to require payment of outstanding charges and fines owed to the county relating to the disposition of an abandoned vehicle within the county by the registered owner of the abandoned vehicle before issuing a certificate of registration or completing a transfer of ownership, except under certain circumstances. Requires the county directors of finance to notify the appropriate county examiner of drivers of individuals who have outstanding charges and fines owed to the county relating to the disposition of an abandoned vehicle, who shall have their licenses revoked, suspended, or prohibited from being renewed.

RELATING TO ABANDONED VEHICLES. Makes a person who is the registered owner of a vehicle that was deemed abandoned or derelict subject to a tiered fine system.

RELATING TO TOW TRUCK PRICING. Adjusts towing company charges and fees for vehicles left unattended or abandoned. Establishes a clean-up charge and documentation fee.

RELATING TO HIGHWAYS. Sets weight limitations for tour operators and rental vehicles on Hana and Haleakala highways. Establishes user fees to access Hana and Haleakala highways for certain vehicles. Amends the highway development special fund to allow the deposit funds received from the user fees into the special fund and authorizes the fund to be used for the development and improvement of Hana and Haleakala highways.

RELATING TO REGISTRATION OF VEHICLES. Subjects U-drive motor vehicles to the same motor vehicle registration fees as other motor vehicles. Authorizes the counties to use certain motor vehicle registration fees to mitigate and address the impacts of tourism-related traffic congestion.

RELATING TO DIGITAL IDENTIFICATION. Requires the Director of Transportation to establish and implement a digital identification pilot program.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
