RELATING TO CRIMINAL PRETRIAL REFORM.

Eliminates the use of monetary bail and requires defendants to be released on their own recognizance for certain nonviolent offenses, subject to exceptions.  Requires PSD to take steps to provide videoconferencing to a defendant who chooses to participate in a bail report interview via videoconference.  Effective 1/1/2222.  (HD1)

RELATING TO HOMELAND SECURITY.

Establishes the Hawaii state fusion center as a program under the office of homeland security as described in chapter 128A, Hawaii Revised Statutes.  Establishes the position of Hawaii state fusion center director.  Effective 7/1/2050.  (HD1)

RELATING TO THREAT ASSESSMENT.

Establishes a program within the Hawaii state fusion center to train, establish, and operate threat assessment teams, including for educational institutions.  Appropriates moneys.  Effective 7/1/2050.  (HD2)

RELATING TO DISASTER RESPONSE.

Requires federal disaster relief reimbursement moneys, except federal disaster relief reimbursement moneys for DOE, to be deposited into a trust account of the Hawaii emergency management agency and reimbursed to the originating fund of the expending agency, with funds to be returned to the general fund upon lapse of the original appropriation.  Requires annual reports to the legislature on federal reimbursement moneys, and disaster response spending by each state agency.  Appropriates funds.  Effective 7/1/2051.  (HD2)

RELATING TO HAZARD MITIGATION.

Establishes the resilient Hawaii revolving loan fund under the Hawaii emergency management agency to make low- or no-interest loans to the counties and nonprofit organizations to conduct hazard mitigation and resiliency projects, using funds anticipated to be available under the federal Safeguarding Tomorrow through Ongoing Risk Mitigation Act.  Establishes positions.  Appropriates funds.  Effective 7/1/2050.  (HD1)

RELATING TO CYBERSECURITY.

Codifies the existing Hawaii state cybersecurity program, administered by the office of homeland security in partnership with specified entities, to oversee cybersecurity and cyber resiliency matters.  Eliminates the state cybersecurity, economic, education, and infrastructure security coordinator position.  Effective 7/1/3000.  (HD1)

RELATING TO THE EMERGENCY MANAGEMENT ASSISTANCE COMPACT.

Creates a new Emergency Management Assistance Compact.  Repeals the existing Emergency Management Assistance Compact.  Effective 7/1/2050.  (HD2)

RELATING TO THE STATE BUILDING CODE COUNCIL.

Requires the state building code council to consult with building industry trade associations to gather cost data on the implementation of certain building codes or standards and calculate the financial impact of those codes and standards, including amortized utility costs, on the cost of single-family and multi-family homes built in the State.  Requires the annual report to the governor to include the cost provided by building industry trade associations on certain codes and standards adopted by the council.  Effective 1/1/2050.  (HD2)
