      Status & Testimony

RELATING TO CORRECTIONS.

Establishes the Women's Correctional Implementation Commission within the Department of Public Safety to provide oversight over state correctional facilities that incarcerate women, receive and investigate complaints from incarcerated women, monitor the criminal justice system's progress in implementing reforms, and monitor programs and data that are important to ensuring successful outcomes for women in the correctional system.  Appropriates moneys.

      Status & Testimony

RELATING TO RECIDIVISM PREVENTION.

Establishes within the Department of Public Safety Reentry Office, a 5-year Recidivism Prevention Pilot Program, consisting of three components:  the housing voucher program, child care voucher program, and income tax credit for employers to assist the reentry efforts of certain individuals who exited from the Women's Community Correctional Center, for two years after the exit.  Establishes five Transition Navigator positions (5.00 FTE) within the Department of Public Safety Reentry Office.  Appropriates funds.

RELATING TO CHILDREN AND FAMILY OF INCARCERATED INDIVIDUALS.

Requires the Department of Human Services to work with the Department of Public Safety to establish a pilot visitation and family resource center at Waiawa correctional facility.  Appropriates funds.

      Status & Testimony

RELATING TO SOCIAL WORK.

Requires the department of public safety, in collaboration with the department of human services, to develop and establish a program to train incarcerated nonviolent individuals in the area of social work.  Requires progress reports on the program to the legislature.  Appropriates funds.

SB 2561

      Status & Testimony

RELATING TO A SEX TRAFFICKING EMERGENCY SHELTER.

Authorizes the department of human services to establish or contract with a victim service provider to operate an emergency shelter for minors who are victims of sex trafficking or sexual exploitation.  Provides for general excise tax and fee exemptions.  Appropriates funds.

      Status & Testimony

RELATING TO ASSISTANCE FOR PERSONS COMPLETING A TERM OF IMPRISONMENT.

Establishes within the Department of Human Services a 4-year pilot program to provide housing and child care vouchers to qualified applicants who will soon complete, or have recently completed, a term of imprisonment as a sentenced offender, and who have or will have sole or primary custody of 1 or more children under the age of 18.  Requires a voucher recipient to be employed at least 20 hours per week or be employed and attend an educational program for a combined total of at least 20 hours per week.  Requires reports to the Legislature.  Appropriates moneys.

RELATING TO REENTRY PLANNING CIRCLES.

Appropriates moneys to fund reentry planning circles for at least 50 incarcerated women.
