RELATING TO INCREASING THE PAYMENT AMOUNT FOR THE OFFICE OF HAWAIIAN AFFAIRS' PRO RATA SHARE OF THE PUBLIC LAND TRUST.

Establishes the Office of Hawaiian Affairs' pro rata share of the moneys derived from the public land trust.  Transfers moneys to the OHA for income and proceeds due from the use of the public land trust lands between July 1, 2012, and June 30, 2022, that was misallocated, underreported, or underpaid to the OHA.  Effective 7/1/2050.  (SD1)

RELATING TO CHILD CUSTODY.

Requires certain individuals attempting to serve as child custody evaluators to complete a training course on domestic violence issues every three years.  Requires that the training course be one that is developed and facilitated by a nationally accredited domestic violence program based in Hawaii.  Requires individuals to submit a letter or certificate of completion to the Family Court.  Effective 7/1/2060.  (HD1)

RELATING TO NATIVE HAWAIIAN REHABILITATION PROGRAMS.

Requires the department of public safety, in collaboration with the office of Hawaiian affairs, to create a Native Hawaiian rehabilitation program for prison inmates that emphasizes Native Hawaiian values and cultural practices.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO CORRECTIONS.

Establishes the women's corrections implementation commission within the department of public safety to provide oversight over state correctional facilities and community correctional centers that incarcerate women; receive and investigate complaints from incarcerated women; monitor the criminal justice system's progress in implementing reforms; and monitor programs and data that are important to ensuring successful outcomes for women in the correctional system.  Requires annual reports to the Legislature.  Appropriates moneys.  Effective 7/1/2050.  (HD1)

RELATING TO THE JUDICIARY.

Appropriates funds for residential programs that allow minor children to remain with their mothers while participating in the program, to reduce the risk of trauma and multigenerational incarceration, including community‑based furlough programs, residential drug treatment programs, therapeutic community programs, and mental health programs.  Effective 7/1/3000.  (HD1)

RELATING TO RISK AND NEEDS ASSESSMENT FOR FEMALE OFFENDERS.

Requires the department of public safety to develop a pretrial female risk and needs assessments tool and conduct internal female risk and needs assessments to measure female offenders' risk of flight, reoffending, or harm to the community.  Requires the pretrial female risk and needs assessment tool to consider factors important to women when considering their risks of reoffending and their treatment needs.  Effective 7/1/3000.  (HD1)

Status

RELATING TO ASSISTANCE FOR PERSONS COMPLETING A TERM OF IMPRISONMENT.

Establishes within the judiciary a five-year recidivism prevention pilot program consisting of three components:  a housing voucher program, child care voucher program, and income tax credit for employers to assist the reentry efforts of certain individuals who exited the Women's Community Correctional Center, for two years after the exit.  Establishes five transition navigator positions within the judiciary.  Appropriates funds.  Effective 7/1/3000.  Repeals 7/1/2027.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
