Status

RELATING TO PERSONS WORKING WITH CHILDREN.

Establishes rules of ethics applicable to persons who are contracted, subcontracted, assigned, delegated, ordered, appointed, or in any other act allowed by a state agency to work with children and establish additional procedures for persons, including fees, candor and fairness before a tribunal, standards of proof, and a process for filing complaints.  Specifies that the contracts of any person who violates the rules of ethics are voidable on behalf of the State.  Effective 7/1/2112.  (HD2)

Status

RELATING TO HEALTH.

Establishes the prevent suicide Hawaii task force to develop annual recommendations to the legislature to reduce suicide by twenty-five per cent by 2025.  Dissolves the task force on 1/1/2026.

RELATING TO PLANNED COMMUNITY ASSOCIATIONS.

Prohibits planned community associations from prohibiting an owner or a sub-association from utilizing xeriscaping.  Voids any provision in an association document that prohibits xeriscaping.  Effective 1/1/2050.  (HD1)

Status

RELATING TO THE STATE HIGHWAY SAFETY COUNCIL.

Reduces the membership of the State Highway Safety Council appointed by the Governor from twenty to ten.  Effective 7/1/2050.  (HD1)

Status

RELATING TO THE OFFICE OF INFORMATION PRACTICES.

Requires the office of information practices to resolve open meeting and open record complaints through either a legal determination on whether a violation occurred or written guidance on the relevant legal requirements.  Effective 7/1/2112.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
