RELATING TO PUBLIC SAFETY. Mandates that there be a community-based work furlough program for incarcerated women in the State. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO PRISON REFORM. Establishes the women's corrections implementation commission in the judiciary to ensure implementation of the recommendations from the final report of the House Concurrent Resolution No. 85 (2016) task force, to develop and implement an evidence-based, gender-responsive plan to divert non-violent women offenders, especially those with minor children, from the criminal justice system. Requires the commission to consider model programs including residential, in-person and community-based rehabilitation programs, supportive and subsidized housing, restorative justice, and educational programs. Effective 7/1/3000. (HD1) |

RELATING TO RISK AND NEEDS ASSESSMENT FOR FEMALE OFFENDERS. Requires the department of public safety to develop a pretrial female risk and needs assessment tool and conduct internal pretrial female risk and needs assessments to measure the female offender's risk of flight, criminal conduct, or harm to the community. Requires the pretrial female risk and needs assessment tool to consider factors important to women when considering their risk to reoffend and treatment needs. Effective 7/1/3000. (HD1)

RELATING TO THE COMPREHENSIVE OFFENDER REENTRY SYSTEM. Requires the offender reentry office of the department of public safety to develop and implement a risk needs assessment tool that is specifically intended to assess the needs of female offenders. Requires a report to the legislature. Effective 7/1/3000. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
