RELATING TO PERSONS WITH DISABILITIES.

Establishes employment first as a state policy with respect to persons with disabilities.  Requires state and county agencies to implement this policy in hiring and all programs and services administered or funded by the State or counties.  Applies employment first principles to medicaid home- and community-based waiver programs.  Effective 12/25/2040.  (HD1)

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE STATE ARCHIVES.

Authorizes the issuance of general obligation bonds to finance plans for a state archives master plan.  Effective 7/1/2044.  (HD1)

RELATING TO THE HAWAII STATE ARCHIVES.

Appropriates funds to establish staff positions in the Hawaii state archives.  Authorizes the issuance of general obligation bonds to finance the construction of an additional building for state archives.  Requires all departments, offices, and agencies to conduct an inventory of all documents in their possession related to the culture and history of Hawaii and Native Hawaiians.  Requires the state archives to develop a transfer plan to acquire those documents.  Effective 7/1/2044.  (HD1)

Status

RELATING TO THE HAWAIIAN LANGUAGE.

Requires all letterheads, documents, state highway signs, symbols, and emblems of the State and other political subdivisions that include Hawaiian names or words to include consistent Hawaiian names, spelling, and punctuation, including the use of kahako and ‘okina.  Establishes references for consistent Hawaiian names and words, including consistent Hawaiian spelling and punctuation.  Requires the governor, lieutenant governor, state legislators, and heads of principal departments to prominently display a Hawaiian language translation of the name of their respective office or department at least once on the main page of their official website and in the letterhead of their stationery.  Clarifies that the full text of bills and other official documents are not required to be written in Hawaiian and that inconsistently spelled or punctuated Hawaiian words and names shall not invalidate the documents or render them unenforceable and no cause of action shall arise accordingly.  Requires the University of Hawaii to compile a full list of all dialects and other variations in the Hawaiian language currently in use and submit a report of its findings to the legislature.  Effective 7/1/2044.  (HD1)

RELATING TO THE STATE TAXATION BOARD OF REVIEW.

Authorizes the members of the State Taxation Board of Review to validate the board's actions with a concurrence of the majority of members who heard the appeal.  Clarifies that board meetings are contested case hearings and provides notice requirements.  Clarifies the legal and evidentiary framework the board may use in reaching its decisions.  Effective 1/1/2050.  (HD1)

RELATING TO LANDLORD-TENANT DISPUTES.

Provides for state-funded access to legal services to residential tenants in actions or proceedings for possession, with full access to each income-eligible tenant available by 7/1/2027.  Authorizes attorneys, paralegals, and law students to provide the legal services.  Appropriates funds for the judiciary to contract for the legal services.  Effective 1/1/2050.  (HD1)

RELATING TO HOMELESSNESS.

Requires the governor's coordinator on homelessness to collect and maintain a database of private property owners who give prior consent for homeless service providers to enter an owner's private property, for purposes of administering homeless services to a homeless individual located on that private property.  Requires a report to the legislature.  Exempts homeless service providers from civil liability relating to trespass that may result from the administration of homeless services.  Appropriates funds.  Effective 7/1/2060.  (HD1)

RELATING TO AFFORDABLE HOUSING.

Indefinitely extends the deadline for the Hawaii Housing Finance and Development Corporation to renegotiate an existing, or issue a new, ground lease for the Front Street Apartments affordable housing project before the corporation's requirement to initiate condemnation proceedings is triggered.

RELATING TO THE BARBERING AND COSMETOLOGY LICENSING ACT.

Adds and updates definitions to satisfy current industry practice needs; aligns and remedies inconsistencies between chapters 438 and 439, Hawaii Revised Statutes; removes the five-year license requirement for barber and beauty operator Board of Barbering and Cosmetology member seats; raises fees for penalties and disciplinary actions; and removes medical clearance requirements.  Effective 1/1/2050.  (HD1)

RELATING TO COMMERCIAL DRIVER'S LICENSES.

Repeals the requirement that a person shall only operate category 3 vehicles to qualify to drive commercially in the State.  Repeals the requirement that an application for a commercial driver's license or commercial learner's permit include intrastate driver certification.  Requires the Department of Transportation to amend its rules, and makes conforming statutory amendments, to lower the minimum age required for a commercial driver's license.  Effective 1/1/2050.  (HD1)

RELATING TO THE PHOTO RED LIGHT IMAGING DETECTOR SYSTEMS PROGRAM.

Clarifies certain provisions in chapter 291J, Hawaii Revised Statutes, to better reflect the legislative intent of the photo red light imaging detector systems program.  Amends Act 30, Session Laws of Hawaii 2020, as amended, to account for the current timetable of the photo red light imaging detector systems program.  Effective 7/1/2050.  (HD1)

RELATING TO WAIAKEA PENINSULA REDEVELOPMENT.

Establishes the Waiakea peninsula redevelopment district and planning committee for the redevelopment of public lands on the Waiakea peninsula.  Establishes the Waiakea peninsula redevelopment district revolving fund.  Makes an appropriation.  Sunsets June 30, 2032.  Effective July 1, 2050.  (HD1)
