Increases the maximum allowable fine for violation of liquor control laws by a licensee from $2,000 to $5,000.

Requires the Board of Education to hold not less than six community forums annually, with at least one forum in each county.  Requires the Board to include an open forum for public comments on non-agenda items.  Requires a report to the Legislature on implementing open forums.  Effective 07/01/2050.  (SD1)

Enacts the Uniform Recognition and Enforcement of Canadian Domestic-Violence Protection Orders Act.  Effective 1/1/2023.  (SD1)

Updates chapter 329, Hawaii Revised Statutes, to clarify who may access information stored in the electronic prescription accountability system.

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Prohibits landlords from recovering possession of a dwelling unit from tenants if habitability of the dwelling unit is significantly impaired.  Sets a tenant's liability for rent if habitability of the dwelling unit is significantly impaired.  Provides remedies for retaliatory evictions.  (SD1)

RELATING TO SPECIAL MANAGEMENT AREAS.

Expands exclusions from the definition of "development" as it applies to special management areas to reduce the need for special management area permits for certain activities.  Takes effect 7/1/2050.  (SD1)

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT MANDATORY REPORTING.

Requires the holder of a controlled substances registration to immediately verbally report the theft, embezzlement, fraud, or diversion of a controlled substance in the holder's inventory.  Requires the submission of a written report to the administrator of the Narcotics Enforcement Division that provides all information related to the theft, embezzlement, fraud, or diversion of controlled substances in the holder's inventory, including but not limited to, records, reports, and any image, film, video, or other electronic medium.  Establishes a misdemeanor penalty for a person who prevents another from reporting, or who knowingly fails to provide information as required.  (SD1)

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT.

Updates the Uniform Controlled Substances Act, chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in the federal controlled substances law as required by section 329-11, Hawaii Revised Statutes.  (SD1)
