Provides authority for the Hawaii criminal justice data center to set and collect fees for services provided.

Increases compensation for a juror or a prospective juror from $30 to $50 for each day of attendance at court after serving five consecutive days.

Amends section 311-2, Hawaii Revised Statutes, to remove the Governor from the Education Commission of the States and add the executive director of the Hawaii state public charter school commission.  (SD1)

RELATING TO CAMPAIGN FINANCE.

Prohibits foreign nationals and foreign corporations from making independent expenditures.  Requires every corporation that contributes or expends funds in a state election to file a statement of certification regarding its limited foreign influence.  Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement.

      Status & Testimony

RELATING TO PUBLIC SAFETY.

Repeals section 46-19.8, Hawaii Revised Statutes, and Act 53, Session Laws of Hawaii 2017, which prohibited the counties from adopting codes and regulations that would require the installation or retrofitting of residential fire sprinklers in one- and two-family dwellings and other types of structures.

Requires sellers of residential buildings or structures to provide approved smoke alarms in accordance with current state or county building or residential codes.
