RELATING TO NOISE.

Prohibits commercial vehicles from making pickups from, or deliveries to, business establishments during certain times of the day and within a certain proximity of single-family residences in the performance of the vehicles' pickup or delivery.  Establishes fines.

      Status & Testimony

RELATING TO WELLNESS.

Establishes a temporary Office of Wellness and Resilience within the Office of the Governor.  Authorizes the Office to address issues and implement solutions to improve wellness and resilience, including issues and solutions identified by the Trauma-Informed Care Task Force.  Appropriates moneys.  Sunsets on an unspecified date.

RELATING TO PHARMACY BENEFIT MANAGERS.

Addresses and defines pharmacy benefit manager practices.  Creates enforcement authority by the insurance commissioner to suspend or revoke a pharmacy benefit manager's registration and impose fines.

RELATING TO THE DEPARTMENT OF HEALTH.

Extends the deadline by which the transfer of the Oahu regional health care system from the Hawaii Health Systems Corporation to the Department of Health shall take place.  Sets the manner by which the Oahu Regional Health Care System should request operational funding during the transitional period.  Exempts the working group from Chapter 92, HRS.  Appropriates moneys.

RELATING TO COVERAGE FOR MAMMOGRAPHY.

Requires insurers and mutual benefit societies to cover mandated services for mammography at least as favorably as coverage for other radiological examinations.  Effective January 1, 2023.

RELATING TO ACCESS TO BEHAVIORAL HEALTH SERVICES.

Allows for standard telephone contacts for telehealth purposes related to behavior health services.

SB 3136

RELATING TO THE ELECTRONIC PRESCRIPTION ACCOUNTABILITY SYSTEM.

Amends subsection 329-101(d), Hawaii Revised Statutes, to require that a dispenser of a controlled substance report the filling of a controlled substance prescription to the State's Electronic Prescription Accountability System in real time, or report "zero" not less than once every seven days if no controlled substances prescriptions are filled.

RELATING TO PRESCRIPTIONS.

Allows the utilization of post office boxes for prescriptions by amending the definition of "address" under chapter 329, Hawaii Revised Statutes.
