SB 2278

      Status & Testimony

RELATING TO TOBACCO PRODUCTS.

Establishes the offense of unlawful shipment of tobacco products.  Includes electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law.  Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products.  Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products.  Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices.  Provides for the disposition of fines paid for the unlawful shipment of tobacco products into the Hawaii Tobacco Prevention and Control Trust Fund.  Effective July 1, 2023.

SB 2274

      Status & Testimony

RELATING TO THE CENTER FOR NURSING.

Requires all nursing license applicants to respond to the center for nursing workforce supply survey in conjunction with license renewal, provided that the license renewal shall not be contingent upon responding to the workforce supply survey and failure to respond to the workforce supply survey shall not result in encumbrance of the nurse's license.  Increases the center for nursing fee from $40 to $60 per license biennium.

SB 2624

      Status & Testimony

RELATING TO HEALTH.

Requires the Department of Health to implement a telehealth pilot project and publish an evaluation report on the telehealth pilot project outcomes.  Exempts the telehealth pilot project from the Hawaii Public Procurement Code for a period of 12 months.  Clarifies that the period of performance of all procurements made during this temporary exemption shall not exceed the term of the telehealth pilot project.  Requires the Department of Health to implement and administer a rural healthcare pilot project to provide physicians serving selected rural areas with an availability fee and reimbursements for certain expenses.

RELATING TO THE HAWAII STATE HEALTH INSURANCE ASSISTANCE PROGRAM.

Appropriates funds to expand the Hawaii State Health Insurance Assistance Program by:  (1) contracting with third party service providers and staffing consultants and (2) recruiting more volunteers.
