      Status & Testimony

RELATING TO PESTICIDES.

Requires the Department of Agriculture, in consultation with the Department of Health, to develop and implement a one-time pesticide disposal collection program, for a duration to be determined by the department.  Requires the Department of Agriculture to convene a steering committee to guide and monitor the pesticide disposal collection program.   Makes an appropriation.

RELATING TO FOWL.

Establishes a five-year pilot program within the Department of Health to eradicate feral chickens beginning in the Pearl City and Aiea areas of Oahu.

RELATING TO ECONOMIC DEVELOPMENT.

Establishes the Access to Local Food Act to allow cottage food operations to sell cottage food products, under certain conditions, upon receiving a permit from the Department of Health.

Requires permit applicants to submit contingency plans for worst case scenarios.  Requires a public hearing to be held to permit approval.  Requires an applicant to be in good standing before receiving a permit approval.

RELATING TO UNDERGROUND STORAGE TANKS.

Implements a schedule and standards for the inspection and repair of underground storage tanks.

RELATING TO UNDERGROUND STORAGE TANKS.

Requires that any permittee remain in compliance with all state and federal laws and has not been cited for any violation of the federal Water Pollution Control Act or chapter 342D, Hawaii Revised Statutes.  Requires the Director of Health to modify, suspend, or revoke any permit if the permittee does not meet certain conditions.

      Status & Testimony

RELATING TO UNDERGROUND STORAGE TANKS.

Requires applications for underground storage permits to be accompanied by plans, specifications, and other necessary information.  Removes automatic grant of permits for underground storage tanks.  Requires the Director of Health to modify, suspend, or revoke a permit if there is a violation of the permit, the permit was obtained by misrepresentation, or if there was a release of regulated substances.

SB 3124

      Status & Testimony

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR COSTS RESULTING FROM THE RELEASE OF PETROLEUM FROM THE RED HILL BULK FUEL STORAGE FACILITY.

Makes an emergency appropriation to the Department of Health for response activities and enforcement relating to the petroleum leaks at the Red Hill Bulk Fuel Storage Facility.
