RELATING TO HOUSING. Appropriates funds to the Hawaii Public Housing Authority for the rehabilitation of housing units. Effective 7/1/2050. (SD1)

RELATING TO HOMELESSNESS. Establishes the long-term rental assistance pilot program to be administered by the Hawaii Public Housing Authority for individuals sixty-two years of age or older who are homeless or at imminent risk of becoming homeless. Appropriates funds. Repeals 6/30/2025. Effective 12/31/2050. (SD1)

RELATING TO FAIR HOUSING REASONABLE ACCOMMODATIONS. Defines "assistance animal" in the context of Hawaii law prohibiting discrimination in real property transactions. Codifies the administrative process in verifying that a person requesting a reasonable accommodation that include the use of an assistance animal has a disability and the assistance animal is needed to alleviate one or more symptoms of the person's disability. Specifies that possession of a vest or other distinguishing animal garment, tag, or registration document commonly purchased online and purporting to identify an animal as a service animal or assistance animal does not constitute valid verification of a disability-related need for an assistance animal. RELATING TO BONDS. Amends provisions governing the allocation of the State's private activity bond ceiling. Prioritizes projects of counties that assign their allocation back to the State over projects of counties with their own private activity bond issuance program. Requires counties or issuers that retain their allocation to submit quarterly reports on the status or use of any allocation. Requires a project to first apply to the county in which the project is located, if the county has a private activity bond issuance program, before applying to the State. Changes the dates for reverted or remaining allocations and requires certain reverted or remaining allocations to be allocated to the Hawaii Housing Finance and Development Corporation. Sunsets on 12/31/2027. Effective 7/1/2050. (SD2)

RELATING TO PUBLIC SAFETY. Requires sellers of residential buildings or structures to provide approved smoke alarms in accordance with current state or county building or residential codes.

RELATING TO THE LOW-INCOME HOUSEHOLD RENTERS TAX CREDIT. Increases the credit amount and the income eligibility cap thresholds for the income tax credit for low-income household renters by using tax brackets. Provides for inflation increases every 3 years based on the urban Hawaii consumer price index. Effective 7/1/2050. (SD1)

RELATING TO STATE FUNDS. Authorizes the transfer of excess moneys from the rental housing revolving fund to the dwelling unit revolving fund. Provides that the rental housing revolving fund may be used for the Hawaii Housing Finance and Development Corporation's housing finance programs. Establishes one full-time equivalent (1.0 FTE) housing finance specialist position. Appropriates moneys to the Corporation for hardware, software, and digitization efforts. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
