RELATING TO COUNTIES.

Proposed HD1: Requires counties within sixty days to maintain infrastructure, under specified conditions, as part of any housing development for the Department of Hawaiian Home Lands.

RELATING TO THE RENTAL HOUSING REVOLVING FUND.

Requires a certain amount of funds in the rental housing revolving fund be used to provide loans or grants to mixed-income rental projects or units for persons and families with incomes between sixty-one and one hundred per cent of the median family income.

Status

RELATING TO HOUSING.

Establishes and appropriates funds for a supportive housing task force to develop a new monitoring and forecasting system, bring stakeholders together to develop a roadmap for implementing supportive housing, address financing opportunities, bridge housing developers with supportive housing service providers, and develop best practices for supportive housing in the State.

RELATING TO THE RENTAL HOUSING REVOLVING FUND.

Allows HHFDC greater flexibility to use the funds in the rental housing revolving fund for necessary expenses in administering the corporation's housing finance programs.

RELATING TO HOMELESSNESS.

Establishes the long-term rental assistance pilot program to be administered by the Hawaii Public Housing Authority for individuals over sixty-two years old who are homeless, or at imminent risk of becoming homeless.  Appropriates funds.

Status

RELATING TO BONDS.

Specifies that the allocation of the state bond ceiling to the State shall be used entirely for housing related projects.  Requires counties that elect to receive their allocation to do so by resolution and specify the allocation amount requested.  Removes the authorization for counties or issuers to request additional allocations of the state bond ceiling.  Prioritizes projects of counties that assign their allocation back to the State over projects of counties with their own private activity bond issuance program.  Requires counties or issuers that retain their allocation to submit quarterly reports on the status or use of any allocation.  Requires a project to first apply to the county in which the project is located, if the county has a private activity bond issuance program, before applying to the State.  Changes the dates for reverted or remaining allocations and requires certain reverted or remaining allocations to be used for housing related projects.  Sunsets on 12/31/2027.

RELATING TO BUILDING INDUSTRY PROFESSIONALS.

Updates the cost valuations of work on buildings for the work to qualify for an exemption from chapter 464, HRS, relating to the regulation of the practices of professional engineering, architecture, land surveying, and landscape architecture.

Status

RELATING TO HOUSING.

Conditions a county's authority to exercise state housing powers upon a county's continued compliance with provisions regarding the acceptance of the dedication of infrastructure and public highways in affordable housing developments.  Amends various provisions relating to the dedication of infrastructure to a county.

Status

RELATING TO PUBLIC SAFETY.

Requires sellers of residential buildings or structures to equip approved smoke alarms in accordance with current state or county building or residential codes.

Status

RELATING TO THE LOW-INCOME HOUSEHOLD RENTERS TAX CREDIT.

Increases the credit amount and the income eligibility cap thresholds for the income tax credit for low-income household renters by using tax brackets.  Provides for inflation increases every three years based on the urban Hawaii consumer price index beginning with taxable years beginning after 12/31/2023.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
