RELATING TO MARRIAGE OF MINORS.

Requires that in the event that one of the respective parties to a marriage contract is a minor and the other party is more than five years older than the minor, the child protective services unit of the Department of Human Services shall investigate and report to the Family Court of the Circuit in which the minor resides before the marriage is approved.

      Status & Testimony

RELATING TO HOME HEALTH CARE.

Prohibits any increase in the fees charged for providing home health care services during the pendency of an emergency proclamation or state of emergency concerning a public health pandemic on the sole basis that the patient receiving the services requires that the home health care service provider be vaccinated against the underlying disease causing the emergency.

RELATING TO MEDICAL FACILITIES.

Creates a task force focused on the hiring and training of culturally-accepted interpreters to assist non-English speaking populations seeking care at Hawaii Health Systems Corporation facilities.

RELATING TO A BEHAVIORAL HEALTH LONG-TERM CARE FACILITY.

Authorizes the issuance of general obligation bonds to develop a long-term care facility at the Guensberg building on the Hawaii state hospital campus.

Appropriates moneys to extend Medicaid postpartum coverage to 12 months following the end of pregnancy.

RELATING TO HEALTH.

Clearly defines the group of professionals who are prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility.  Repeals the landlord exclusion.  Requires the Department of Health to prioritize complaint allegations based on severity for inspections of state-licensed or state-certified care facilities.

RELATING TO TUBERCULOSIS SCREENING.

Requires the Department of Health to amend its administrative rules regarding tuberculosis screening requirements for Direct Support Workers in the Department's Developmental Disabilities Division.

RELATING TO FETAL ALCOHOL SPECTRUM DISORDERS.

Establishes a temporary fetal alcohol spectrum disorders task force within the Department of Health for administrative purposes.  Requires a report to the Legislature.  Establishes the fetal alcohol spectrum disorders special fund, to be administered by the Department of Human Services, and which shall consist of federal funds and interest earned on those funds.

RELATING TO THE INDIVIDUALS WITH DISABILITIES EDUCATION ACT.

Requires the Department of Health to submit a request, as allowed by federal code, to the United States Department of Education to allow parents of children with a disability to continue receiving early intervention services after the child turns three years of age and until the child enters kindergarten.
