Status

RELATING TO HEALTH.

Requires assessment of patients who are subject to emergency hospitalization, diagnosed with a mental illness or severe substance use disorder, and found to be lacking decisional capacity to determine if a surrogate or guardian needs to be appointed to make appropriate health care decisions for the patient.  Authorizes certain health care providers to make determinations on the presence of mental illness, substance abuse disorder, and decisional capacity of the patient.  Effective 1/1/2050.  (SD1)

RELATING TO HOMELESSNESS.

Establishes a statewide homelessness information system working group to assess the feasibility of establishing a statewide information system to collect and track real-time data related to homelessness in the State, including availability of services, shelters, and low-cost housing in various regions of the State, and that may be utilized by various government agencies to provide efficient and effective assistance to individuals experiencing, or at risk of experiencing, homelessness.  Appropriates moneys.  Effective 12/31/2050.  (SD2)

Status

RELATING TO SAFE SPACES FOR YOUTH PILOT PROGRAM.

Establishes the Safe Spaces for Youth Pilot Program within the Department of Human Services.  Requires the program to collaborate with all state and county departments that offer services to ensure the well-being of youth in Hawaii to coordinate the identification of youth who are experiencing homelessness and placement of these youth at a shelter for homeless youth.  Requires the Department of Human Services to contract with nonprofit organizations to provide shelters for homeless youth.  Requires the Department of Human Services to submit a report to the Legislature before the Regular Session of 2025.  Appropriates moneys.  Effective 7/1/2050.  Repeals 6/30/2025.  (SD1)

RELATING TO HEALTH.

Creates an early lung cancer screening task force to research the steps and resources necessary to increase early lung cancer screening in Hawaii.  Appropriates moneys.  Effective 7/1/2050.  (SD2)

RELATING TO MARRIAGE OF MINORS.

Requires the written consent of Family Court for a marriage when one of the parties to the marriage is a minor at the time of contracting the marriage and the other party is more than five years older than the minor.  Provides that when the Department of Health receives an application for a license to marry where one of the parties is a minor and the other party is more than five years older than the minor, the Department of Health shall inform the parties that written consent of the Family Court is required.  Requires the Department of Health to provide written notification of the application for a license to marry to the Child Protective Services Unit of the Department of Human Services which shall investigate all parties involved in the marriage, including the prospective spouse and any person giving written consent to the minor's marriage.  Requires the Child Protective Services to submit a report of its findings to the Family Court within a reasonable period of not more than two weeks from the date of the application for the license to marry.  Provides that upon receipt of written consent of the Family Court, the Department of Health may issue a license to marry.  Takes effect 7/30/2075.  (SD2)

RELATING TO MEDICAL FACILITIES.

Creates a task force focused on the hiring and training of culturally-accepted interpreters to assist non-English speaking populations seeking care at health care facilities.  Appropriates moneys.  Effective 7/1/2050.  (SD2)

RELATING TO HEALTH.

Appropriates moneys to extend Medicaid postpartum coverage to twelve months following the end of pregnancy.  Effective 12/31/2050.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair will institute a two minute per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
