RELATING TO COVERAGE FOR MAMMOGRAPHY.

Requires insurers and mutual benefit societies to cover mandated services for mammography at least as favorably as coverage for other radiological examinations.  Effective 1/1/2023.  (SD2)

RELATING TO CHILD CUSTODY.

Requires certain individuals attempting to serve as child custody evaluators to complete a training course on domestic violence issues every three years.  Requires that the training course be one that is developed and facilitated by the Hawaii State Coalition Against Domestic Violence.  Requires individuals to submit a letter or certificate of completion to the Family Court.  Effective 7/30/2075.  (SD2)

RELATING TO MEDICAID BENEFITS.

Appropriates funds to reinstate the basic package of diagnostic, preventive, and restorative dental benefits to adult medicaid enrollees.  Effective 12/31/2050.  (SD2)

RELATING TO EMERGENCY MEDICAL SERVICES.

Repeals section 453-34(d), Hawaii Revised Statutes, which limits licensure as an emergency medical technician 1 to individuals whose practice is performed in a county with a population of 500,000 or greater.  (SD1)

RELATING TO ADULT PROTECTIVE SERVICES.

Broadens the department of human services employees' right of entry into a vulnerable adult's premises without a warrant to investigate any type of abuse regardless of physical injury.  Effective 5/6/2137.  (SD2)

RELATING TO TRANSITIONAL HOUSING.

Requires the Department of Health and pertinent county agencies to work together to resolve problems and complaints regarding clean and sober homes.  Requires the Department of Health to educate the public on certain matters related to clean and sober homes.  (SD2)

RELATING TO LANGUAGE ACCESS.

Requires the Executive Director of the Office of Language Access to submit an annual report to the Governor and Legislature on compliance, complaints, resolution of complaints, and recommendations to enhance and promote language access.  Appropriates moneys to establish limited English proficiency language coordinator positions in the departments of Commerce and Consumer Affairs, Health, and Agriculture; and the Hawaii Emergency Management Agency.  Effective 7/1/2050.  (SD1)

RELATING TO THE EARLY CHILDHOOD REGISTRY.

Requires the staff of licensed and registered early childhood programs to annually provide specific information to the Department of Human Services' early childhood workforce registry.  Requires a report to the Legislature.  Makes an appropriation.  Effective 12/31/2050.  (SD2)

RELATING TO CHILD WELLNESS.

Establishes within the Department of Human Services a 5-year Child Wellness Incentive Pilot Program that pays $50 to each state medicaid benefit recipient for each completed well-child examination of that recipient parent's child.  Requires the Department of Human Services to adopt rules and report to the Legislature.  Appropriates moneys.  Repeals 6/30/2027.  Effective 12/31/2050.  (SD2)

RELATING TO EXEMPTIONS FROM CIVIL SERVICE FOR POSITIONS IN THE DEPARTMENT OF HUMAN SERVICES.

Permanently exempts 8 positions in the Department of Human Services from civil service.  Effective 7/1/2050.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a two-minute per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
