RELATING TO HEALTH. Appropriates moneys to extend Medicaid postpartum coverage to 12 months following the end of pregnancy.

RELATING TO ASTHMA. Authorizes the department of education to offer optional asthma self-management instruction to students. Requires the department of education to provide mandatory asthma training to teachers and other department employees who interact with students. Effective 7/1/2050. (HD1)

RELATING TO SEXUAL ASSAULT OF A MINOR. Establishes the class B felony offense of continuous sexual assault of a minor under the age of 16 years in the second degree. Amends the offense of continuous sexual assault of a minor under the age of 14 years to apply to minors under the age of 16 years, and to specify that the offense is in the first degree. Effective upon ratification of constitutional amendment.

RELATING TO NOISE POLLUTION. Directs Department of Health to adopt rules for the control, prevention, and abatement of noise pollution emitted by vehicles in the State. Prohibits the use, ownership, and sale of excessively loud vehicles.

RELATING TO THE UNIFORM RECOGNITION AND ENFORCEMENT OF CANADIAN DOMESTIC-VIOLENCE PROTECTION ORDERS ACT. Enacts the Uniform Recognition and Enforcement of Canadian Domestic-Violence Protection Orders Act.

RELATING TO CHILD CARE. Requires that child care persons provide certain information to the Department of Human Services each year.

RELATING TO HOMELESSNESS. Establishes a statewide homelessness shelter and housing data clearinghouse within the Department of Human Services to be administered by the Governor's Coordinator on Homelessness. Makes an appropriation.

RELATING TO MENTAL HEALTH. Establishes a pilot program within the Department of Human Services to make 1 or more licensed mental health counselors available to assist county first responders in responding to mental health crises in areas with high rates of homelessness. Appropriates moneys. Requires a report to the Legislature.

RELATING TO PURCHASES OF HEALTH AND HUMAN SERVICES UNDER CHAPTER 103F, HAWAII REVISED STATUTES. Requires state moneys used to procure health and human services to be the funding source of last resort. Requires a purchasing agent to give a preference to an applicant that is a qualified medicaid provider when evaluating competitive purchase of health and human services contract proposals. Specifies that if 2 otherwise equally qualified applicants are seeking the same purchases of services contract, the purchasing agency shall select the applicant who is a qualified medicaid provider. Requires the Department of Health to provide an explanation of how providers may capture federal medicaid moneys.

MAKING AN APPROPRIATION FOR THE OFFICE OF THE LONG-TERM CARE OMBUDSMAN PROGRAM. Appropriates funds to the Office of the Long-Term Care Ombudsman for 5.0 FTE ombudsman program specialist positions.

RELATING TO ADULT DENTAL MEDICAID BENEFITS. Appropriates funds to restore diagnostic, preventive, and restorative dental benefits to adult medicaid enrollees; provided that the department of human services obtains maximum federal matching funds available and pursues all funding sources, including private grants, prior to expending any general fund appropriations.

RELATING TO THE EARLY CHILDHOOD REGISTRY. Requires the staff of licensed and registered early childhood programs to annually provide specific information to the Department of Human Services' Early Childhood Workforce Registry. Requires a report to the Legislature. Makes an appropriation.

RELATING TO SEXUAL ABUSE OF MINORS. Expands the time period by which a civil action for childhood sexual abuse may be initiated. Extends the period during which a victim of childhood sexual abuse may bring an otherwise time‑barred action against the victim's abuser or a legal entity having a duty of care. Specifies that certificates of merit for each named defendant shall be filed electronically under seal and remain confidential. Requires that certain findings be made in camera based on certificates of merit before service of a complaint on a defendant. Authorizes a court to require personnel of legal entities to undergo training on trauma‑informed response.

RELATING TO DOMESTIC ABUSE. Specifies that any minor who resides in the same household as the victim of domestic abuse may file a petition for an order of protection or temporary restraining order.

RELATING TO CHILD WELFARE SERVICES. Requires the child welfare services branch of the department of human services to establish a pilot program to develop a modern case management software solution compatible with existing child welfare technology. Appropriates funds.

RELATING TO THE OFFICE OF HEALTH CARE ASSURANCE SPECIAL FUND. Removes the ceiling and lapsing provision for the office of health care assurance special fund. Authorizes the moneys in the special fund to be used in any fiscal year for certain purposes.

RELATING TO THE HAWAII STATE LESBIAN, GAY, BISEXUAL, TRANSGENDER, QUEER, PLUS COMMISSION. Establishes the Hawaii state lesbian, gay, bisexual, transgender, queer, plus commission. Permits each county mayor to appoint a county committee on the status of lesbian, gay, bisexual, transgender, queer, plus affairs. Appropriates funds.

RELATING TO THE YOUTH VAPING EPIDEMIC. Beginning 1/1/2023, bans the sale of flavored tobacco and synthetic nicotine products; prohibits mislabeling of e-liquid products containing nicotine; and prohibits the marketing, advertising, or promoting of electronic smoking devices to appeal to individuals under twenty-one. Establishes fines and penalties for violations. Includes heated smoking products among the electronic smoking devices that are subject to restrictions under law.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair will institute a two-minute per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
