Status

RELATING TO THE UNIVERSITY OF HAWAII.

Requires the University of Hawaii to establish in each county, K-12 expanded teaching cohort programs for students who are pursuing undergraduate degrees in education.  Requires interim reports prior to the regular sessions of 2023, 2024, and 2025, and a final report prior to the regular session of 2026.  Repeals 12/31/26.

RELATING TO THE UNIVERSITY OF HAWAII.

Removes the $3 million cap on the amount the University of Hawaii System can expend from the University of Hawaii tuition and fees special fund for the University of Hawaii Foundation.

RELATING TO UNIVERSITY OF HAWAII REVENUE BONDS.

Authorizes the University of Hawaii to issue $100,000,000 in revenue bonds for the purpose of financing the construction, maintenance, and modernization of qualifying capital improvement projects.

Status

RELATING TO THE UNIVERSITY OF HAWAII TUITION AND FEES SPECIAL FUND.

To recognize the cost-sharing agreement for overall personnel expenses between State general funds and funds in the University of Hawaii Tuition and Fees Special Fund for appropriated general fund positions as beneficial to both the University of Hawaii and the State.  Specifies conditions for exemptions for the University of Hawaii from sections 87A-39(a) and 88-125(a), Hawaii Revised Statutes.

Status

RELATING TO INFORMATION TECHNOLOGY SERVICES.

Establishes a technology services consolidation working group, which shall develop a plan for the phased consolidation of all state executive branch information technology services and staff within five years, except those of the Department of Education, Hawaii Health Systems Corporation, and University of Hawaii, under the Office of Enterprise Technology Services.  Requires the working group to recommend ways to attract high quality information technology professionals to the State.

RELATING TO THREAT ASSESSMENT.

Establishes a program within the Hawaii state fusion center to train, establish, and operate threat assessment teams, including for educational institutions.  Appropriates moneys.  Effective 7/1/2050.  (HD1)

Status

RELATING TO COASTAL EROSION.

Establishes and appropriates moneys for a two-year program at the University of Hawaii to study the impact of sandbag walls, or "sand burritos", on sand movement patterns and coastal erosion and on public trust resources, including beach access, coastal water quality, and recreation, at Ehukai Beach Park; including from the shoreline area near Ke Ike road to Sunset beach.  Effective 7/1/2050.  (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.


 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
