RELATING TO ELECTRONIC INFORMATION TECHNOLOGY ACCESSIBILITY.

Requires the office of enterprise technology services to develop, publish, and periodically update electronic information technology disability access standards to be implemented by state entities.  Effective 7/1/2060.  (HD1)

RELATING TO THE COUNTIES.

Authorizes counties, after adoption of an ordinance, to sell private property after all notices, orders, and appeal proceedings are exhausted and to use those revenues to pay unpaid civil fines related to that property.  Effective 1/1/2050.  (HD1)

RELATING TO GOVERNMENT DATA.

Establishes a chief data officer and data task force within the office of enterprise technology services to develop, implement, and manage statewide data policies, procedures, and standards and to facilitate data sharing across state agencies.  Appropriates funds.  Effective 7/1/2050.  (HD1)

Establishes the small business assistance initiative within the state procurement office, to consist of a small business procurement coordinator and small business office.  Appropriates funds.  Effective 7/1/2112.  (HD1)

RELATING TO THE OFFICE OF INFORMATION PRACTICES.

Requires the director of OIP to provide either a ruling or guidance in writing on open records responses and open meetings complaints.  Defines "guidance", "opinion", and "ruling".  Effective 7/1/2112.  Sunsets 6/30/2027.  (HD2)

RELATING TO HOUSING.

Conditions the authority of a county whose population is greater than five hundred thousand to exercise state housing powers upon a county's continued compliance with provisions regarding the acceptance of the dedication of infrastructure and public highways in affordable housing developments.  Amends various provisions relating to the dedication of infrastructure to a county.  Effective 7/1/2050.  (HD1)
