RELATING TO FACIAL RECOGNITION SYSTEMS. Limits the Department of Transportation's use of facial recognition systems to certain specified situations. Does not apply to personal use of a privately owned facial recognition system when acting in an unofficial capacity.

RELATING TO INFRASTRUCTURE MAINTENANCE IN HOUSING SUBDIVISIONS. Requires lot owners to pay for the repair and maintenance of subdivision roads where the applicable deed does not specify that requirement. Authorizes counties to assess and collect fees for repair and maintenance of subdivision roads if no court-appointed or deed-designated entity is appointed. Requires counties to provide: (1) training to associations on their responsibilities; (2) services for certain subdivision assessments; and (3) arbitration and mediation services to resolve disputes between a lot owner and the entity responsible for assessment.

RELATING TO HIGHWAYS. Allows any county or state agency responsible for maintenance of a highway to recover from the owner or driver of a vehicle the actual cost of removal of materials dropped or spilled on the highway. Makes an appropriation to the Department of Transportation for signage to inform the public about laws relating to littering.

RELATING TO TELECOMMUNICATIONS FACILITIES. Allows the Department of Transportation to install and lease telecommunication facilities. Allows the Department of Transportation to contract for the installation, lease, and management of telecommunication facilities. Allows the Department of Transportation to grant longitudinal access to the right-of-way of a highway for the installation, operation, and maintenance of a telecommunication facility; provided that an agreement be executed, a permit be issued, and certain compensation be collected. Requires the Director of Transportation to adopt certain administrative rules. Authorizes the Director of Transportation to offer a broadband service provider use of and access to its spare conduits and related telecommunication facilities under certain conditions. Grants a property owner the right of just compensation from the Department of Transportation or the broadband provider for any decrease in land value due to the expanded use of an existing easement to install or operate a telecommunication facility. Creates the Smart Highway Corridor Special Fund. Exempts the Department of Transportation from rulemaking requirements for one year for the purposes of this Act.

RELATING TO CLIMATE CHANGE. Requires all state, county, and private bus operators to upgrade to zero emission buses by 2035.

RELATING TO DRIVER'S LICENSES. Extends the renewal period from two years to four years for licensees who are seventy years of age or older but younger than eighty years of age. Requires applicants for a new license or for license renewal who are seventy years of age or older to present certification of physical and mental competence from a doctor upon application.

RELATING TO DIGITAL IDENTIFICATION. Requires the Director of Transportation to establish and implement a digital identification pilot program.
