RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST DIBSHAWAII LLC. Authorizes the issuance of special purpose revenue bonds to assist DIBSHawaii LLC in the construction of a net-zero carbon capture storage utilization platform that will recover vented carbon dioxide emissions and scrub and liquify the emissions into food grade liquid carbon dioxide. Effective 7/1/2100. (HD1)

RELATING TO THE HAWAII HYDROGEN STRATEGIC PLAN. Requires the Hawaii Natural Energy Institute to conduct a study to examine the potential for the production and use of renewable hydrogen in the State and the potential role of renewable hydrogen in achieving a local, affordable, reliable, and decarbonized energy system and economy. Requires a report to the legislature. Effective 7/1/2050. (HD1)

RELATING TO ENERGY. Allows new electric vehicle charging stations and certain upgrades having a single port to qualify for a rebate. Removes the $500,000 cap on the electric vehicle charging station rebate program. Specifies that no rebates shall be approved after available funds are exhausted for the fiscal year. Increases flexibility of the Public Utilities Commission to administer the electric vehicle charging station rebate program. Increases the percentage of funds that the Public Utilities Commission may use for administration of the rebate program from ten per cent to fifteen per cent. Allows for marketing and outreach expenses to be included within allowable administration costs of the electric vehicle charging station rebate program. Appropriates funds out of the electric vehicle charging system subaccount for the electric vehicle charging system rebate program. Effective 7/1/2100. (HD1)

RELATING TO ZERO EMISSION VEHICLE FUELING REBATES. Establishes the zero-emission vehicle fueling system rebate program. Establishes the rebate amount for the installation or upgrade of a hydrogen fueling system at $200,000. Establishes a hydrogen fueling system subaccount within the public utilities commission special fund. Reduces the allocation that the energy systems development special fund receives from the environmental response, energy, and food security tax from 8 cents to 5 cents and allocates the difference to the hydrogen fueling system subaccount. Effective 7/1/2050. (HD1)

RELATING TO CARBON SEQUESTRATION INCENTIVES. Establishes the Hawaii carbon smart land management assistance pilot program to incentivize carbon sequestration activities through incentive contracts that provide compensation for eligible practices by program participants. Repeals the carbon offset program. Appropriates funds for positions and assistance. Effective 7/1/2050. (HD1)

RELATING TO COMPOSTING. Establishes and appropriates funds for a compost reimbursement program within the Department of Agriculture and for one full-time permanent compost reimbursement program manager position. RELATING TO RECYCLING. Requires the Department of Health to implement the Auditor's recommendations for the Deposit Beverage Container program, including developing a risk-based selection process to select reports submitted by certain distributors and redemption centers for audit. (SD1)

RELATING TO ENVIRONMENTAL SUSTAINABILITY. Establishes a reusable utensil pilot project in Department of Education schools on Molokai. Streamlines the process for completing the Department of Land and Natural Resources' required annual payment of debt service on the reimbursable general obligation bonds for Turtle Bay. RELATING TO THE HAWAII YOUTH CONSERVATION CORPS. Authorizes the Governor to designate the Department of Land and Natural Resources to administer or enter into an agreement for the administration of a green jobs youth corps to provide temporary work and training opportunities in the fields of natural resource management, agriculture, or other sustainability‑related professions to young adults ages thirty‑eight and younger. Requires the Department to partner with an organization that has received accreditation from the Corps Center of Excellence Accreditation Program or has at least ten years of experience providing similar programming statewide in the State, or both. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO RENTAL DISCRIMINATION. Prohibits discrimination, including in advertisements for rental property, in rental transactions based on participation in a section 8 housing choice program or any permanent supportive housing program or requirements related to participation in these housing assistance programs. RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Establishes the housing choice voucher landlord incentive program. Requires the Hawaii public housing authority to adopt rules without regard to chapter 91, HRS, to establish specified incentives for landlords who participate in the tenant-based assistance housing choice voucher program under section 8 of the United States Housing Act of 1937. Requires that the Hawaii public housing authority adopt rules to establish a maximum of fifteen days after receipt of an owner's or landlord's inspection request as a reasonable time within which to inspect a dwelling unit for lease under the section 8 housing choice voucher program. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO THE PUBLIC HOUSING AUTHORITY. Allows the Hawaii public housing authority to develop mixed-income and mixed-financed housing projects. Prohibits the development or construction of housing projects on ceded land that is vacant on or after 1/1/2022. Effective 7/1/2050. (HD2)

RELATING TO BROADBAND INFRASTRUCTURE. Requires each public housing project, dwelling unit, and state low-income housing project that is built, renovated, or reconstructed after 1/1/2023, to include all broadband infrastructure necessary for tenants to have access to broadband service. RELATING TO AFFORDABLE HOUSING. Indefinitely extends the deadline for the Hawaii housing finance and development corporation to renegotiate an existing, or issue a new, ground lease for the Front street apartments affordable housing project before the corporation's requirement to initiate condemnation proceedings is triggered. Effective 7/1/2050. (HD1)

RELATING TO AFFORDABLE HOUSING. Establishes as a priority guideline for the provision of affordable housing the use of lands leased to the federal government or under federal government control and that are to be returned to the State. Effective 7/1/2050. (HD1)

RELATING TO AFFORDABLE HOUSING. Requires the HHFDC, with the assistance of the governor's coordinator on homelessness, to review the Affordable Rental Housing Report and Ten-Year Plan; determine whether any of the lands in the report are suitable for development of temporary housing for the ohana zones pilot program or other affordable housing; and determine the actions required to develop the lands accordingly. Requires HHFDC to submit a report to the legislature before the 2023 regular session. Requires HHFDC to establish a five-year dwelling unit revolving fund equity pilot program. Appropriates funds. RELATING TO HOMELESSNESS. Establishes the office on homelessness and housing solutions within the department of human services to be headed by the governor's coordinator on homelessness. RELATING TO HOMELESSNESS. Temporarily expands the state rent supplement program to specifically target qualified individuals who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless. Requires HPHA to submit annual reports to the legislature. Appropriates funds. Repeals 6/30/2025. Effective 12/31/2050. (HD1)

The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
