Establishes a one-year school supply subsidy pilot program at all schools composed entirely of students eligible for participation in Title I, Part A, of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act.  Appropriates funds.  Effective 7/1/2051.  Repeals on 1/1/2024.  (HD1)

Establishes the Department of Education Commercial Enterprises Revolving Fund for funds to be expended in the operation of commercial enterprises by the Department of Education.  Makes an appropriation into the revolving fund.  Effective 7/1/2050.  (SD2)

RELATING TO PUBLIC SCHOOL LAND TRANSFER.

Directs the conveyance to the department of education of certain lands used for public schools and held by the counties of Kauai and Maui, the State, and the department of land and natural resources.  Requires legislative approval prior to the sale, gift, or alienation of the fee simple title to lands held by the department of education.  Appropriates funds to the department of education to effectuate conveyances and manage real property.  Effective 7/1/2050.  (HD1)

RELATING TO PROCUREMENT.

Establishes a procurement services consolidation working group, which shall develop a plan for the phased in consolidation, under the state procurement office, of all state executive branch procurement services and staff within five years, except those of the department of education, Hawaii health systems corporation, University of Hawaii, and office of Hawaiian affairs.  Requires the working group to recommend ways to attract high-quality procurement professionals to the State.  Appropriates funds.  Effective 7/1/2050.  (HD2)

Allows a purchasing agency to submit a request for an exemption from the procurement process from the chief procurement officer or chief procurement officer's designee if fewer than three qualified persons respond to a solicitation.  Effective 7/1/2050.  (HD2)

RELATING TO PROCUREMENT.

Establishes the state procurement automation system special fund.  Authorizes the state procurement administrator to develop and administer procurement automation systems and assess, charge, and collect a transaction fee from all vendors using the procurement automation systems.  Deletes language regarding qualified community rehabilitation programs made redundant by Act 55, SLH 2021.  Appropriates funds for hiring of staff.  Effective 7/1/2050.  (HD1)

RELATING TO PROCUREMENT.

Requires agencies to publicly post the justification for cancelling an invitation for bids or request for proposals, for a minimum of ten days, on a purchasing agency's website, government electronic notification system, or by any other means the procurement officer deems effective.  Effective 7/1/2050.  (HD2)

RELATING TO PUBLIC RECORDS.

Imposes a cap on the costs charged for the reproduction of certain government records.  Waives the cost of duplication of government records provided to requestors in an electronic format.  Imposes a cap on costs charged for searching for, reviewing, and segregating digital records.  Provides for a waiver of fees when the public interest is served by a digital record's disclosure.  Effective 7/1/2050.  (HD1)

RELATING TO GOVERNMENT RECORDS.

Allows the comptroller to direct the transfer of records to the state records center and determine the time period at which the records should be transferred.  Appropriates funds to the office of enterprise technology services for operating costs and equipment for the state records center and for positions within the state archives.  Effective 7/1/2112.  (HD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
