RELATING TO MENSTRUAL EQUALITY. Requires the Department of Education to provide menstrual products free of charge to all students on all public school campuses. RELATING TO TEACHER COMPENSATION. Repeals sections 302A-624(c) and 302A-627(a), HRS. Makes an appropriation to fund a memorandum of understanding to address compensation equity issues and to make the necessary discretionary salary adjustments for experienced senior public school teachers and state public charter school teachers. RELATING TO TEACHER COMPENSATION. Provides automatic step increases in salaries for each year of satisfactory service completed by educational assistants, public school teachers, and principals and vice principals and increases the amount of time available to teachers for collaboration, preparation, and planning. Appropriates funds for the automatic step increases and increase of time for teachers to collaborate and plan. Appropriates funds for various teacher differentials to help address labor shortages in the areas of special education, hard-to-staff geographic locations, and Hawaiian language immersion programs. RELATING TO EDUCATION. Establishes a career development success program within the Department of Education to provide financial incentives for participating public high schools to encourage students enrolled in grades nine through twelve to enroll in and successfully complete qualified industry-credential programs. RELATING TO COMPUTER SCIENCE. Allows department of education students to fulfill graduation requirements by taking world language, fine arts, career and technical education, or computer science courses. Establishes a scholarship at the University of Hawaii to encourage students majoring in education to take a computer science course. Requires the University of Hawaii to establish computer science pathways for students majoring in education. Requires teacher licensing and certification to include computer science. Authorizes the issuance of special purpose revenue bonds to assist Saint Joseph School in planning, designing, constructing, reconstructing, renovating, acquiring, equipping, and improving educational facilities. RELATING TO FAMILY RESOURCE CENTERS. Establishes the family resource centers pilot program within the department of human services. Requires the departments of human services, education, and health to coordinate with public and private entities to develop and implement family resource centers. RELATING TO CHILD CARE GRANT PROGRAMS OF THE DEPARTMENT OF HUMAN SERVICES. Renames the preschool grant program special fund as the child care grant program special fund. Authorizes the child care grant program special fund to be used to give grants to child care facilities. Changes the legislative report due date for the preschool open doors special fund and child care grant program special fund. Removes the authority to expend moneys without an appropriation for the preschool open doors special fund and child care grant program special fund statutes to conform to state constitutional provisions. RELATING TO THE EARLY CHILDHOOD REGISTRY. Requires the staff of licensed and registered early childhood programs to annually provide specific information to the department of human services' early childhood workforce registry. RELATING TO EARLY EDUCATION. Establishes a one-year child care worker subsidy pilot program to assist in retaining the existing child care workforce. Appropriates funds for the pilot program to be expended by the department of human services. Appropriates funds to be deposited into the early learning special fund and expended by the executive office on early learning for the Hawaii early childhood educator stipend program. Repeals the pilot program on 7/1/2023. Effective 7/1/2060. (HD1)

RELATING TO CHILD WELLNESS. Establishes within the department of human services a five-year child wellness incentive pilot program that pays $50 to each state medicaid benefit recipient for each completed well-child examination of that recipient parent's child. RELATING TO MEDICAL EDUCATION AND TRAINING. Reestablishes the Hawaii medical education council special fund to enable the John A. Burns School of Medicine, in consultation with the Hawaii Medical Education Council, to provide funding for medical education and training in Hawaii, with an emphasis on supporting residency training in medically underserved areas. Appropriates funds to create more residencies and training opportunities in medically underserved areas for medical students at the University of Hawaii John A. Burns School of Medicine. Appropriates funds to the John A. Burns School of Medicine to create further medical residency and training opportunities through a partnership between the John A. Burns School of Medicine and the United States Department of Veterans Affairs. Effective 7/1/2060. (HD1)

RELATING TO THE CENTER FOR NURSING. Requires all nursing license applicants to respond to the center for nursing workforce supply survey in conjunction with license renewal, but does not penalize for failure to do so. Requires the Hawaii health systems corporation to convene a task force to facilitate improved hiring and training of culturally-accepted interpreters to assist non-English speaking populations seeking care at health care facilities. Makes an emergency appropriation to the department of health for response activities and enforcement relating to the petroleum leaks at the Red Hill Bulk Fuel Storage Facility. (HD1)

RELATING TO OFFICE OF YOUTH SERVICES. Permits individual vocational programs within the purview of the office of youth services to engage in commercial enterprises, including the sale of goods and services, for self-sustainability purposes, for young adults only. Establishes the office of youth services revolving fund. Requires the office of youth services to submit annual reports to the legislature on the fiscal transactions and expenses of each service or program. Requires the director of human services to conduct an audit of the office of youth services if the annual fiscal transactions and expenses reports are not submitted in a timely manner. RELATING TO THE ROOM CONFINEMENT OF MINORS. Requires certain children under family court jurisdiction to be taken without unnecessary delay to the court or place of shelter designated by the court. Establishes conditions and time limits for placing a minor in room confinement at a detention or adult jail facility. Effective 7/1/2060. (HD2)

RELATING TO WELLNESS. Establishes a temporary office of wellness and resilience within the office of the governor. Authorizes the office of wellness and resilience to address issues and implement solutions to improve wellness and resilience, including issues and solutions identified by the trauma-informed care task force. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
