RELATING TO THE WAHIAWA IRRIGATION SYSTEM.

Requires the office of the governor to negotiate the State's fee simple acquisition of the Wahiawa irrigation system on the island of Oahu.  Authorizes and appropriates moneys for the department of agriculture, agribusiness development corporation, and department of land and natural resources to purchase, repair, and maintain the Wahiawa irrigation system and the associated spillway.  Effective 7/1/2050.  (HD1)

Amends the focus, scope, responsibilities, and powers of the Agribusiness Development Corporation.  Amends the definition of the term "agriculture" as the term relates to the Agribusiness Development Corporation.  Transfers the administrative attachment of the Agribusiness Development Corporation from the Department of Agriculture to the Department of Business, Economic Development, and Tourism.  Amends the requirements and responsibilities of the Board of Directors of the Agribusiness Development Corporation.  Amends the required contents of the Hawaii agribusiness plan.  Appropriates moneys.  Effective 7/1/2050.  (HD1)

RELATING TO SUSTAINABLE AGRICULTURE.

Establishes a cover crop reimbursement pilot program to provide up to 75 per cent cost reimbursement to farming operations in the State for the acquisition of cover crop seeds, green manure, or compost.  Requires the convening of a review panel to screen and rate applicants on the quality of their cover crop, green manure, and composting practices.  Establishes a cover crop reimbursement pilot program manager position within the department of agriculture to administer the program.  Requires reports to the legislature.  Appropriates moneys.  Effective 7/1/2050.  (HD1)

RELATING TO A FOOD HUB PILOT PROGRAM.

Requires the department of agriculture to establish a five-year food hub pilot program to increase access to local food.  Provides for the award of grant funding to qualified applicants wishing to establish or expand a food hub or provide certain technical assistance.  Authorizes the issuance of general obligation bonds for the Honalo marshalling yard.  Requires reports to the legislature.  Appropriates funds.  Effective 7/1/2050.  (HD1)

RELATING TO FARM ANIMALS.

Effective 1/1/2028, makes it unlawful for farm owners or operators and business owners or operators to sell or offer for sale any shell egg in the State that is not USDA certified cage free, as evidenced by a USDA certified cage free grademark or shield.  Exempts certain commercial table-egg layer premises.  Establishes the cage free matching grant program until 6/30/2027.  Establishes penalties.  Requires DOA to establish rules.  Appropriates funds.  Repeals on 6/30/2032.  (HD1)

RELATING TO FUNDING FOR PARKING FOR DISABLED PERSONS.

Establishes an accessible parking special account within the disability and communication access board special fund.  Increases the state annual vehicle registration fee by $1 and requires that $1 from each annual vehicle registration fee be deposited into the accessible parking special account.  Requires all costs associated with the statewide parking for persons with disabilities program to be appropriated from the accessible parking special account beginning July 1, 2023.  Effective 7/1/2050.  (HD1)

RELATING TO CHILD PASSENGER RESTRAINTS.

Amends requirements for the restraint of child passengers.  Requires rear-facing child passenger restraint system with harness for children under two years of age.  Repeals exceptions for compliance.  Raises certain fines for violations.  Effective 7/1/2050.  (HD1)

RELATING TO TRANSPORTATION.

Establishes the electric bicycle and electric moped rebate program and subaccount to encourage the purchase and use of electric bicycles and electric mopeds.  Allocates a portion of the barrel tax for the rebate program.  Effective 1/1/2050.  (HD1)

RELATING TO TRANSPORTATION.

Establishes long-term goals for zero emissions transportation in Hawaii and abroad to reduce and eliminate transportation emissions.  Establishes the interisland transportation working group.  Requires annual reports to the legislature.  Requires the department of transportation and Hawaii state energy office to prepare for and incentivize the increased adoption of electric vehicles in the State.  Effective 7/1/2050.  (HD1)

RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Requires the department of transportation to plan for sea level rise in all future or amended transportation projects.  Requires all department of transportation highway, harbor, and airport projects to conform to certain carbon concrete standards except in certain circumstances.  Effective 7/1/2100.  (HD2)
