Makes an appropriation for the public employment cost items and cost adjustments for employees of the Senate, House of Representatives, and various legislative agencies who are excluded from collective bargaining.

RELATING TO TUITION WAIVERS.

Requires UH and the community colleges under certain circumstances to waive tuition for dependent children of service-connected one hundred per cent disability veterans, active or reserve members of the armed forces who were killed in action, and purple heart medal recipients awarded in 2001 or later.  Effective 7/1/3000.  (HD1)

RELATING TO INCARCERATION.

RELATING TO PRISON REFORM.

Establishes the women's corrections implementation commission in the judiciary to ensure implementation of the recommendations from the final report of the House Concurrent Resolution No. 85 (2016) task force, to develop and implement an evidence-based, gender-responsive plan to divert non-violent women offenders, especially those with minor children, from the criminal justice system.  Requires the commission to consider model programs including residential, in-person and community-based rehabilitation programs, supportive and subsidized housing, restorative justice, and educational programs.  Effective 7/1/3000.  (HD1)

RELATING TO THE OFFICE OF HEALTH CARE ASSURANCE SPECIAL FUND.

Removes the ceiling and lapsing provision for the office of health care assurance special fund.  Authorizes the moneys in the special fund to be used in any fiscal year for certain purposes.  Effective 7/1/2060.  (HD1)

Appropriates moneys to the Hawaii Health Systems Corporation to conduct a site assessment to identify and evaluate viable locations for a new hospital site in North Kona on the island of Hawaii.  Effective 7/1/2060.  (HD1)

RELATING TO HEALTH.

Clarifies the group of professionals who are prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility.  Repeals the landlord exclusion.  Requires the department of health to prioritize complaint allegations based on severity for inspections of state-licensed or state-certified care facilities.  Effective 7/1/2060.  (HD2)

RELATING TO AQUATIC RESOURCES.

Establishes a tiered administrative fine system for each specimen of aquatic life taken, killed, or injured.  Establishes a criminal fine structure on a per-specimen basis for violations involving aquatic life.  Authorizes the department of land and natural resources to recommend community service that benefits the resource damaged when a person is ordered to perform community service in lieu of a fine.  Authorizes the department of land and natural resources to recommend to the certain probationary terms and conditions to the court.  Effective 7/1/2050.  (HD2)

Before the transfer of non-agricultural park lands, authorizes the department of agriculture to request information from the department of land and natural resources related to the establishment of necessary and reasonable easements upon the lands.  Effective 7/1/2050.  (HD1)

RELATING TO LAND LEASES.

Authorizes the board of land and natural resources to:  (1) Amend and extend existing pasture leases for up to sixty-five years; (2) Issue new pasture leases by negotiation, if doing so furthers public purposes and the lands are already under pastoral use; and (3) Develop agricultural and pasture lease rents based on the value of the land's agricultural uses.  Effective 7/1/2050.  (HD1)

Expands the purpose and rationale for which counties may create special improvement districts to include environmental research, restoration, and maintenance; natural resource management; and natural hazard mitigation to improve environmental conditions and provide community benefits.  Effective 7/1/2050.  (HD1)

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
