Raises from $3,000,000 to $6,000,000 the cap on the amount the University of Hawaii System can expend from the University of Hawaii tuition and fees special fund for the University of Hawaii Foundation.  Effective 7/1/2050.  (HD1)

RELATING TO THE UNIVERSITY OF HAWAII TUITION AND FEES SPECIAL FUND.

To recognize the cost-sharing agreement for overall personnel expenses between State general funds and funds in the University of Hawaii Tuition and Fees Special Fund for appropriated general fund positions as beneficial to both the University of Hawaii and the State.  Specifies conditions for exemptions for the University of Hawaii from sections 87A-39(a) and 88-125(a), Hawaii Revised Statutes.

RELATING TO RESIDENCE FOR TUITION PURPOSES.

Requires the tuition residency rules for the University of Hawaii to grant the resident tuition fee for enrollment at any University of Hawaii campus, including any community college, to individuals who have obtained a Hawaii high school diploma or equivalent credential and are working toward an undergraduate degree, under certain conditions.  Effective 7/1/2050.  (HD1)

Appropriates funds to the department of transportation for the coordinated removal of albizia and other invasive trees that potentially threaten the public roadways and utility infrastructure on public and private land.  Requires a two-to-one matching requirement from a public utilities source.  Effective 7/1/2050.  (HD1)

RELATING TO SUSTAINABILITY.

Requires the department of land and natural resources to recognize that game mammals and game birds provide a food source and that striking an appropriate balance between the management of game mammal and game bird populations and sustainability of their natural habitats to reduce negative impacts to important watershed areas is a priority and that the State's unique relationship with the ocean requires careful consideration and management of land and ocean activities that prioritize the public trust responsibilities of the State.  Requires each department, office, or agency of the State to update its rules and policies to integrate the local hunting and fishing industries into any food security or sustainability strategies that department, office, or agency employs.  Effective 7/1/2050.  (HD1)

RELATING TO WATER CONSERVATION.

Creates a nonrefundable water catchment income tax credit for homeowners who install a water catchment system meeting certain requirements on residential property in the State owned by the homeowners.  Effective 7/1/2050.  (HD1)

RELATING TO PUBLIC LANDS.

Requires DLNR to review the final report of the house of representatives' investigative committee established under House Resolution No. 164, Regular Session of 2021, for the purpose of conducting a policy analysis and developing proposed legislation.  Appropriates funds for DLNR to conduct the policy analysis and implement the report's recommendations.  Effective 7/1/2050.  (HD1)

Establishes the Waiakea peninsula redevelopment district and redevelopment and planning committee for the redevelopment of public lands on the Waiakea peninsula.  Establishes the Waiakea peninsula redevelopment district revolving fund.  Appropriates funds.  Sunsets 6/30/2032.  Effective 7/1/2050.  (HD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
