RELATING TO OHANA ZONES. Expands regulatory exemptions for ohana zones pilot program contracts. Extends the sunset date for the ohana zones pilot program to June 30, 2026. Appropriates funds to the governor for the ohana zones pilot program. Effective 7/1/2060. (HD1)

RELATING TO HOMELESS SERVICES. Establishes a three-year medical respite pilot program within the department of human services to provide outpatient health care and supportive services to homeless persons recently discharged from the hospital and non-hospitalized homeless persons who are being moved by police out of unauthorized spaces. Requires a report to the legislature. Appropriates funds. Effective 7/1/2060. (HD1)

RELATING TO TELEPHONIC SERVICES. Permits, but does not require or prohibit, Medicaid, health insurers, mutual benefit societies, and health maintenance organizations to cover telephonic behavioral health services under certain circumstances. Clarifies that telephonic services do not constitute telehealth. Effective 1/1/2060. (HD2)

RELATING TO HEALTH. Appropriates moneys to extend Medicaid postpartum coverage to 12 months following the end of pregnancy.

RELATING TO ADULT DENTAL MEDICAID BENEFITS. Appropriates funds to restore diagnostic, preventive, and restorative dental benefits to adult medicaid enrollees; provided that the department of human services obtains maximum federal matching funds available and pursues all funding sources, including private grants, prior to expending any general fund appropriations. RELATING TO THE CENTER FOR NURSING. Requires all nursing license applicants to respond to the center for nursing workforce supply survey in conjunction with license renewal; provided that failure to respond to the workforce supply survey shall not impact license renewal or result in encumbrance of the license. Increases the center for nursing fee from $40 to $60 per license biennium. Effective 7/1/2060. (HD1)

RELATING TO HEALTH CARE. Establishes the rural health task force within the department of health to prepare and develop solutions and make recommendations on registered nurse recruitment and retention in rural areas of east Maui, Molokai, and Lanai. Requires the rural health task force to submit a report of its findings, recommendations, and any proposed legislation to the legislature prior to the regular session of 2023. Effective 7/1/2060. RELATING TO PHYSICIAN ASSISTANTS. Expands the scope of practice for physician assistants. Requires a sampling of medical records, rather than all medical records, to be reviewed when physician assistants prescribe controlled substances. Effective 7/1/2060. (HD2)

RELATING TO HEALTHCARE PRECEPTORS. Clarifies the limits of when a preceptor may be compensated for standard clinical services while providing a volunteer-based supervised clinical training rotation. Amends the definition of "preceptor" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the director of health on the preceptor credit assurance committee. Effective 7/1/2060. (HD1)

RELATING TO MENTAL HEALTH. Establishes a pilot program within the adult mental services division of the department of health to expand existing county programs that make one or more licensed mental health counselors available to assist county first responders in responding to mental health crises in areas in the urban core with high rates of homelessness. MAKING AN APPROPRIATION FOR THE OFFICE OF THE LONG-TERM CARE OMBUDSMAN PROGRAM. Appropriates funds to the Office of the Long-Term Care Ombudsman for ombudsman program specialist positions. Effective 7/1/2060. (HD1)

RELATING TO THE DEPARTMENT OF HEALTH. Requires the department of health to establish and operate a laboratory capable of testing for diseases, air and water quality issues, and other high complexity testing. Appropriates funds. Effective 1/1/2050. (HD2)

RELATING TO CHILD WELFARE SERVICES. Expands the investigative authority of the department of human services to include families with foster children with a pending adoption decree, foster children where an adoption decree has been issued but adoption has not yet taken place, children who are placed into legal guardianship and who receive permanency assistance payments, and adopted children who receive adoption assistance payments and against whom a complaint has been filed with the department of human services at any time, including any time prior to adoption or granting of legal guardianship. Requires the department of human services to analyze and report on the impact of expanding home visits to families receiving adoption assistance or legal guardianship assistance and make a report to the legislature five years after the start of the program. Appropriates funds for additional case worker and support staff positions and increased compensation for existing child welfare services case worker positions. Effective 7/1/2060. (HD1)

RELATING TO ACUPUNCTURE. Makes comprehensive updates to chapter 436E, Hawaii Revised Statutes, regarding acupuncture practitioners to reflect modernized scopes of practice, titles, and licensing and renewal requirements, including thirty hours of continuing education per licensing biennium. RELATING TO LANGUAGE ACCESS. Requires the executive director of the office of language access to submit an annual report to the governor and legislature on compliance, complaints, resolution of complaints, and recommendations to enhance and promote language access. Appropriates funds to establish three full-time equivalent (3.0 FTE) limited English proficiency language coordinator positions in the office of language access. Effective 7/1/2060. (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
