Authorizes the issuance of general obligation bonds and appropriates funds for certain transit-oriented development projects identified in the state Strategic Plan for Transit-Oriented Development.  Effective 7/1/2050.  (HD1)

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR AFFORDABLE HOUSING.

Authorizes, and appropriates funds for, the issuance of general obligation bonds into and out of the rental housing revolving fund for low-income rental housing projects or units that are allocated low-income housing tax credits and developed for families and individuals who meet certain eligibility requirements.  Effective 7/1/2050.  (HD1)

Allows the Hawaii housing finance and development corporation greater flexibility to use the funds in the rental housing revolving fund for necessary expenses in administering the corporation's housing finance programs.  Effective 7/1/2050.  (HD1)

Status

RELATING TO BONDS.

Specifies that the entire allocation of the state bond ceiling shall be allocated to the HHFDC to be used for housing related projects.  Requires the HHFDC, in consultation with the respective counties, to allocate specified percentage amounts for housing related projects in each county.  Authorizes the HHFDC to accumulate each county's annual allocation before assigning the allocation for housing related projects, pursuant to the discretion of the HHFDC board of directors.  Authorizes the HHFCD, with the approval of the governor, to assign and reassign the HHFDC's allocation to the counties.  Removes the authorization for the department of budget and finance to request return of all or any part of the allocations of any of the counties and to assign and reassign the allocation to other counties or issuers.  Removes the authorization for counties or issuers to request additional allocations of the state bond ceiling.  Changes the dates for reverted or remaining allocations and require certain reverted or remaining allocations to be used for housing related projects.  Sunsets 12/31/2028.  (HD1)

Deposits funds into the rental housing revolving fund to be used to provide loans or grants to mixed-income rental projects or units for persons and families with incomes between sixty-one and one hundred per cent of the median family income.  Enables HHFDC to use any unused funds for other authorized rental housing projects.  Effective 7/1/2050.  (HD1)

Establishes the housing choice voucher landlord incentive program.  Requires the Hawaii public housing authority to adopt rules without regard to chapter 91, HRS, to establish specified incentives for landlords who participate in the tenant-based assistance housing choice voucher program under section 8 of the United States Housing Act of 1937.  Requires that the Hawaii public housing authority adopt rules to establish a maximum of fifteen days after receipt of an owner's or landlord's inspection request as a reasonable time within which to inspect a dwelling unit for lease under the section 8 housing choice voucher program.  Appropriates funds.  Effective 7/1/2050.  (HD2)

RELATING TO HOMELESSNESS.

Establishes the long-term rental assistance pilot program for kupuna to be administered by the Hawaii public housing authority for individuals who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless.  Appropriates funds.  Effective 7/1/2050.  (HD1)

Requires each county to submit biennial reports to the legislature on its efforts to reduce zoning and regulatory barriers to housing development.  Requires the Hawaii housing finance and development corporation and Hawaii public housing authority to submit biennial reports, based on their individual review of the counties' reports, to the legislature and their respective board on streamlining affordable housing development.  Effective 7/1/2050.  (HD1)

RELATING TO RURAL DISTRICTS.

Authorizes the counties to adopt ordinances that allow up to one dwelling per quarter-acre in rural districts; provided that the dwellings are consistent with the county general plan and community development plans.  Effective 7/1/2050.  (HD2)

RELATING TO AFFORDABLE HOUSING.

Indefinitely extends the deadline for the Hawaii Housing Finance and Development Corporation to renegotiate an existing, or issue a new, ground lease for the Front Street Apartments affordable housing project before the corporation's requirement to initiate condemnation proceedings is triggered.

RELATING TO FIREWORKS.

Specifies that certain violations of the Fireworks Control Law shall be considered a violation of noise control rules under the Hawaii noise pollution laws, punishable by civil penalties and subject to citations under those respective laws.  Appropriates funds to establish one full-time equivalent position for an inspector in the department of health.  Appropriates funds for the department of health to enter into a contract with a security company to assist the inspector.  Effective 1/1/2050.  (HD1)

RELATING TO BUILDING INSPECTIONS.

Requires periodic inspections of certain walls and appurtenances of buildings five or more stories in height.  Requires the state building code council to review the periodic inspection reports.  Effective 1/1/2050.  (HD1)

Status

RELATING TO SPECIAL PURPOSE DIGITAL CURRENCY LICENSURE.

Beginning 1/1/2023, establishes a program for the licensure, regulation, and oversight of special purpose digital currency companies.  Extends operations of companies in the digital currency innovation lab pilot program under certain circumstances.  Appropriates funds out of the compliance resolution fund to implements the program.  Effective 1/1/2050.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
