Requires the Director of Transportation to establish and implement a digital identification pilot program.  Effective 7/1/2050.  Repeals on 6/30/2025.  (HD1)

RELATING TO PEER-TO-PEER CAR-SHARING.

Authorizes and regulates peer-to-peer car-sharing, including establishing insurance requirements.  Imposes the general excise tax and rental motor vehicle surcharge tax on peer-to-peer car-sharing programs.  Requires those persons engaging or continuing in a peer-to-peer car-sharing program to register with the department of taxation.  Effective 7/1/2050.  (HD2)

RELATING TO REGISTRATION OF VEHICLES.

Subjects U-drive motor vehicles to the same motor vehicle registration fees as other motor vehicles.  Authorizes the counties to use certain motor vehicle registration fees to mitigate and address the impacts of tourism-related traffic congestion.  Effective 1/1/2050.  (HD1)

RELATING TO THE PHOTO RED LIGHT IMAGING DETECTOR SYSTEMS PROGRAM.

Clarifies certain provisions in chapter 291J, Hawaii Revised Statutes, to better reflect the legislative intent of the photo red light imaging detector systems program.  Amends Act 30, Session Laws of Hawaii 2020, as amended, to account for the current timetable of the photo red light imaging detector systems program.  Effective 7/1/2050.  (HD2)

RELATING TO ABANDONED VEHICLES.

Requires the counties to provide a minimum distance a vehicle must be moved within a specified timeframe after a vehicle is initially inspected for abandonment to avoid an official classification of abandonment.  Requires that, before a vehicle can be classified as being abandoned, notice be provided that the vehicle must be moved the specified distance within the specified timeframe or be subject to removal.  (HD1)

RELATING TO ABANDONED VEHICLES.

Allows the director of finance of a county to require payment of outstanding charges and fines owed to the county relating to the disposition of an abandoned vehicle within the county by the registered owner of the abandoned vehicle before issuing a certificate of registration or completing a transfer of ownership, except under certain circumstances.  Requires the county directors of finance to notify the appropriate county examiner of drivers of individuals who have outstanding charges and fines owed to the county relating to the disposition of an abandoned vehicle for the purposes of suspending, revoking, or prohibiting the renewal of their driver's licenses.  (HD1)

RELATING TO AN ALTERNATE ROUTE SITE SELECTION SURVEY IN PUNA.

Requires the department of transportation, in collaboration with the county of Hawaii, to conduct site surveys on the island of Hawaii to identify the most suitable location for an alternate route in Puna below Highway 130.  Excludes lands under the jurisdiction of the department of Hawaiian home lands from site surveys.  Appropriates funds.  Effective 7/1/2050.  (HD1)

RELATING TO CHILDREN AND FAMILY OF INCARCERATED INDIVIDUALS.

Requires the department of human services to work with the department of public safety and other entities to establish a pilot visitation and family resource center at Waiawa correctional facility on Oahu.  Requires the department of human services to continue to lead a working group to address visitation and support needs of children and families of incarcerated individuals.  Requires the working group to submit a report to the legislature before the 2023 regular session.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO RISK AND NEEDS ASSESSMENT FOR FEMALE OFFENDERS.

Requires the department of public safety to develop a pretrial female risk and needs assessment tool and conduct internal pretrial female risk and needs assessments to measure the female offender's risk of flight, criminal conduct, or harm to the community.  Requires the pretrial female risk and needs assessment tool to consider factors important to women when considering their risk to reoffend and treatment needs.  Effective 7/1/3000.  (HD1)

Mandates a community-based work furlough program for female offenders.  Requires the expansion of community-based work furlough and reentry programs for female offenders.  Requires state agencies that contract with these programs to submit an annual report to the legislature.  Appropriates funds.  Effective 7/1/3000.  (HD2)

RELATING TO FOOD SAFETY.

Requires the department of agriculture to partner with a Hawaii entity to establish a pilot USDA Harmonized GAP food safety training and certification program to help small- and medium-sized farms obtain the United States Department of Agriculture's Harmonized Good Agricultural Practices certification.  Appropriates funds.  Effective 7/1/2050.  (HD1)

RELATING TO THE FARM TO SCHOOL PROGRAM.

Appropriates funds to the DOE to secure additional resources to help implement the Hawaii farm to school program, specifically to implement internal systems and controls to meet the State's local food goals in school meals.  Requires the DOE to submit a report to the legislature no later than 1/1/2023 that details a plan and timeline for implementing the Hawaii farm to school program.  Effective 7/1/2050.  (HD1)

Status

RELATING TO COFFEE.

Requires coffee blend labels to disclose geographic and regional origins and percent by weight of the blended coffees.  Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of fifty-one percent after 7/1/2024.  Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown in Hawaii.  Appropriates moneys for the pesticide subsidy program and for one full-time equivalent position to conduct inspections.  Effective 7/1/2050.  (HD2)

RELATING TO AGRICULTURAL PARK LEASES.

Allows the department of agriculture to extend the agricultural park lease of any lessee who holds a lease with a remaining term of fifteen years or less; provided that the land covered by the lease is twenty-five acres or less and located in a county with a population of less than five hundred thousand.  Effective 1/1/2050.  (HD1)

RELATING TO AGRICULTURE.

Amends the focus, scope, and management of the agribusiness development corporation (ADC).  Appropriates funds to ADC for a consultant for planning, an accountant, and for security on ADC property.  Repeals the requirement that all agricultural projects, agricultural development plans, and project facility programs developed by ADC be approved by the board of agriculture before implementation.  Effective 7/1/2050.  (HD1)

RELATING TO AGRICULTURAL LOANS.

Establishes the agricultural emergency loan revolving fund, to be administered by the department of agriculture, to fund class D emergency loans.  Provides a separate source of funding for emergency agricultural loans.  Appropriates funds.  Effective 7/1/2050.  (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
