      Status & Testimony

RELATING TO THE HAWAII TOURISM AUTHORITY.

Adds the Director of Business, Economic Development, and Tourism; Director of Transportation; Chairperson of the Board of Land and Natural Resources; Director of Agriculture; and the Executive Director of the State Foundation on Culture and the Arts as nonvoting ex officio members of the Hawaii Tourism Authority board of directors.  Clarifies the authority and responsibility of the Hawaii Tourism Authority Board of Directors.  Renames the Tourism Marketing Plan to the Tourism Branding Plan.  Requires any state or county agency to render services upon request of the Hawaii Tourism Authority.  Repeals the Hawaii Tourism Authority Advisory Board.

SB 2170

      Status & Testimony

RELATING TO TOURISM GOVERNANCE.

Requires the Legislative Reference Bureau to conduct a study that identifies and analyzes alternative tourism governance systems.  Requires the study to include a solicitation of input from certain stakeholder groups.  Requires a final report to be submitted to the Legislature prior to the convening of the Regular Session of 2025.  Appropriates moneys.

SB 2419

      Status & Testimony

RELATING TO TRANSIENT ACCOMMODATIONS HOSTING PLATFORMS.

Creates a five-year pilot project for counties with a population less than 200,000 to regulate the operation of hosting platforms that provide booking services for transient accommodation operators.  Requires a report to the Legislature.  Repeals on 6/30/2028.

SB 2483

      Status & Testimony

RELATING TO ENERGY.

Includes as an objective in energy-related planning for the State's facility systems that all new utility scale electricity generation projects be renewable.  Includes state policies that ensure short- and long-term provision of adequate, reasonably priced, and dependable renewable energy services, prioritizing the dispatch of renewable energy generation.  Updates the State's policies to ensure that all new utility scale electricity generation projects are renewable, prioritize renewable energy generation, and include the use of non-fossil fuel sources in the development or expansion of energy systems.  Appropriates moneys.

SB 2590

      Status & Testimony

RELATING TO ENERGY EFFICIENCY.

Requires energy efficiency scores and grades for certain buildings.  Assigns powers and duties to the Department of Business, Economic Development, and Tourism.  Requires the Department to submit to the Governor and Legislature a report on energy asset scores.  Establishes penalties.  Appropriates moneys.

SB 2963

      Status & Testimony

RELATING TO ENERGY EFFICIENCY.

Requires and establishes deadlines for state facilities, except smaller facilities and facilities within the stadium development district, to implement cost-effective energy efficiency measures.  Allows the Department of Accounting and General Services to opt out of the cost-effective energy efficiency measures if a facility will be demolished within five years.  Directs the Hawaii Natural Energy Institute to collect utility bill and energy usage data for state-owned buildings and to make the data publicly available.  Establishes a goal for the State to achieve at least a twenty-five per cent reduction in the electricity consumption of state facilities.  Provides that certain agencies that perform energy efficiency retrofitting may continue to receive appropriations for energy expenditures.  Beginning 7/1/2023, requires, where feasible and cost-effective, the design of all new state building construction to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce the carbon footprint of the project.

SB 3229

      Status & Testimony

RELATING TO GEOTHERMAL ROYALTIES.

Increases the percentage of royalties received by the State from geothermal resources that are to be paid to the county in which the geothermal resources are located.  Requires the royalties paid to a county to be used for further geothermal resources discovery and development.  Requires the county to submit an annual report to the legislature.
