Status

RELATING TO COMPOSTING.

Establishes and appropriates moneys for a compost reimbursement program within the Department of Agriculture and for one full-time permanent compost reimbursement program manager position.  Requires an annual progress report to the Legislature prior to each regular session.  Effective 7/1/2050.  (SD1)

Status

RELATING TO ENERGY EFFICIENCY.

Requires and establishes deadlines for state facilities, except smaller facilities and facilities within the stadium development district, to implement cost-effective energy efficiency measures.  Allows the Department of Accounting and General Services to opt out of the cost-effective energy efficiency measures if a facility will be demolished within 5 years.  Directs the Hawaii State Energy Office, in consultation with the Research and Economic Analysis Division of the Department of Business, Economic Development, and Tourism, to collect electric utility and energy usage data for state-owned buildings and to make the data publicly available.  Directs the Hawaii State Energy Office to collect water utility and water usage data for state-owned buildings and to make the data publicly available.  Establishes a goal for the State to achieve at least a 25% reduction in the electricity consumption of state facilities.  Provides that certain agencies that perform energy efficiency retrofitting may continue to receive appropriations for energy expenditures.  Beginning 7/1/2023, where feasible and cost-effective, requires the design of all new state building construction to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce the carbon footprint of the project.  Appropriates funds.  Effective 7/1/2050.  (SD2)

Status

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST DIBSHAWAII LLC.

Authorizes the issuance of special purpose revenue bonds to assist DIBSHawaii LLC in the construction of a net-zero carbon capture storage utilization platform that will recover vented carbon dioxide emissions and scrub and liquify the emissions into food grade liquid carbon dioxide.  Effective 7/1/2050.  (SD2)

RELATING TO DISPOSAL OF SOLID WASTE.

Adds the forfeiture of a vehicle as a punishment for any vehicle used in the commission of illegal disposal of solid waste.  (SD1)

RELATING TO THE CRIMINAL DESTRUCTION OF TREES.

Establishes a criminal statute for the criminal destruction of a tree on state or county property punishable as a misdemeanor.  Effective 7/30/2050.  (SD2)

Status

RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Requires the department of transportation to plan for a certain amount of sea level rise in all future or amended transportation projects.  Requires all department of transportation highway, harbor, and airport projects to conform to certain carbon concrete standards except in certain circumstances.  Effective 7/1/2050.  (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
