RELATING TO ENERGY. Allows new electric vehicle charging stations and certain upgrades having a single port to qualify for a rebate. Removes the $500,000 cap on the electric vehicle charging station rebate program. Specifies that no rebates shall be approved after available funds are exhausted for the fiscal year. Increases flexibility of the Public Utilities Commission to administer the electric vehicle charging station rebate program. Increases the percentage of funds that the Public Utilities Commission may use for administration of the rebate program from ten per cent to fifteen per cent. Allows for marketing and outreach expenses to be included within allowable administration costs of the electric vehicle charging station rebate program. (SD2)

RELATING TO ZERO EMISSION VEHICLE FUELING REBATES. Adds the installation and upgrade of hydrogen refueling stations to the Electric Vehicle Charging System Rebate Program. Establishes the rebate amount for the installation or upgrade of a hydrogen refueling station at $200,000. Limits the rebate to hydrogen refueling stations that do not store and dispense hydrogen fuel produced using fossil fuels. Renames Hawaii's Electric Vehicle Charging System Rebate Program to the Zero-Emission Vehicle Infrastructure Rebate Program. Increases the spending cap of the Zero-Emission Vehicle Infrastructure Rebate Program. Effective 7/1/2050. (SD2)

RELATING TO ELECTRIC VEHICLE CHARGING STATIONS. Requires cooperative housing corporations, homeowners associations, planned community associations, and condominium associations to develop plans to incorporate zero-emissions fueling stations, including electric vehicle charging stations, onto any of its residential properties that are constructed after January 1, 2023. Effective 1/1/2050. (SD2)

RELATING TO RENEWABLE PORTFOLIO STANDARDS. Amends the definition of "renewable portfolio standard" to be a percentage of electrical energy generation, rather than sales, excluding customer-sited, grid connected generation that does not produce renewable energy. Requires electric utility companies to track and annually report data and trends on customer retention and attrition to further inform the calculation of renewable portfolio standards. Effective 7/1/2050. (SD2)

RELATING TO RENEWABLE ENERGY. Requires the Public Utilities Commission to establish reliability standards and interconnection requirements for renewable energy projects. Requires implementation of the Hawaii Electricity Reliability Administrator Law. (SD2)

RELATING TO TAXATION. Expands the renewable energy technologies income tax credit to include firm renewable energy systems. Caps the total amount of tax credits for each firm renewable energy system at $750,000. Effective 7/1/2050. (SD2)

RELATING TO THE HAWAII HYDROGEN STRATEGIC PLAN. Requires the Hawaii Natural Energy Institute to conduct a study to examine the State's ability to advance hydrogen production from local renewable energy resources and to use the results of its study to develop the Hawaii Hydrogen Strategic Plan. Requires the plan to be reviewed and updated every four years. Requires reports to the Legislature. Effective 7/1/2050. (SD2)

RELATING TO ENERGY. Establishes the number of miles from the shore of a main Hawaiian island where offshore wind turbines may be sited. Takes effect 7/30/2075. (SD2)

RELATING TO ENERGY. Includes as an objective in energy-related planning for the State's facility systems that all new utility scale electricity generation projects be renewable. Includes state policies that ensure short- and long-term provision of adequate, reasonably priced, and dependable renewable energy services, prioritizing the dispatch of renewable energy generation. Updates the State's policies to ensure that all new utility scale electricity generation projects are renewable, prioritize renewable energy generation, and include the use of non-fossil fuel sources in the development or expansion of energy systems. Appropriates moneys. Effective 7/1/2050. (SD2)

RELATING TO RENEWABLE ENERGY. Establishes firm renewable energy generation policy in the Hawaii State Planning Act to ensure the reliable one hundred per cent replacement of fossil fuel electricity generation to increase the sustainability and energy self-sufficiency of the State to improve the quality of life for residents and visitors. Includes exceptions for fossil fuel generation during emergency circumstances. Appropriates moneys. Takes effect 7/1/2050. (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
