Status

RELATING TO CLIMATE CHANGE IMPACTS ON HUMAN HEALTH.

Establishes and appropriates funds for a climate change and human health adaptation coordinator within the department of health and related operating expenses.

Status

RELATING TO COMPOSTING.

Establishes and appropriates funds for a compost reimbursement program within the department of agriculture and one full-time permanent compost reimbursement program manager position to oversee the program.  Requires an annual progress report of the program to the legislature prior to each regular session.

HB 1526

Status

RELATING TO ORGANIC WASTE.

Requires each county to incorporate into its next integrated solid waste management plan revision a plan to divert by 1/1/2025 all organic waste produced within the county by facilities generating more than a minimum amount of organic waste per year.  Appropriates funds to reimburse the counties for incorporation of the new requirement into their plan revisions.

Status

RELATING TO ENERGY EFFICIENCY.

Requires that public benefits fee administrator and utility rebates be used where available for state buildings and facilities.  Prioritizes building and facility appliances that meet the required standards to qualify for public benefits fee administrator rebates.

Status

RELATING TO RENEWABLE PORTFOLIO STANDARDS.

Amends the definition of renewable portfolio standard to be a percentage of electrical energy generation, rather than sales.

Status

RELATING TO THE ENVIRONMENTAL ADVISORY COUNCIL.

Defines what constitutes a quorum for the environmental advisory council.  Specifies the number of votes required to make any action of the council valid.

HB 2256

Status

RELATING TO A DEPARTMENT OF ENVIRONMENTAL PROTECTION.

Establishes a department of environmental protection by July 1, 2026.  Creates a department of environmental protection working group to address the logistics required for the State to establish a department of environmental protection.  Requires the working group to submit a report to the legislature prior to the 2025 regular session.

HB 1443

Status

RELATING TO CLIMATE CHANGE MITIGATION.

Assesses a climate change mitigation impact fee on every customer who rents, leases, or utilizes a rental motor vehicle.  Establishes a climate change mitigation special fund.  Specifies that the impact fees collected shall be deposited to the credit of the general fund; provided that, beginning 7/1/2024, the impact fees shall be deposited to the credit of the climate change mitigation special fund.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
