Status

RELATING TO PUBLIC SCHOOL LAND TRANSFER.

Directs the conveyance to the Department of Education of certain lands used for public schools and held by the counties of Kauai and Maui, the State, and the Department of Land and Natural Resources.  Requires legislative approval prior to the sale, gift, or alienation of the fee simple title to lands held by the Department of Education.  Appropriates funds to the Department of Education to effectuate conveyances and manage real property.  (SD2)

RELATING TO TEACHER PROFESSIONAL DEVELOPMENT.

Provides an appropriation for the Department of Education to provide 21 additional hours of professional development for each teacher per calendar year.  Effective 7/1/2050.  (SD2)

RELATING TO TEACHER COMPENSATION.

Proposed HD1:  Provides automatic step increases in teacher salaries for each year of satisfactory service completed by public school teachers and educational assistants. Increases the amount of time available to teachers for planning, preparation, and collaboration. Makes an appropriation to fund an experimental modernization project pursuant to section 78-3.5, HRS, to make necessary discretionary salary adjustments for certain teachers. Repeals section 302A-627(a), HRS. Effective 7/1/2050.

Establishes a digital literacy program to be overseen by the Board of Education and implemented by the State Librarian to promote digital literacy through programmatic activities, including making digital technology accessible to individuals with disabilities.  Appropriates moneys.  Effective 7/1/2050. RELATING TO EDUCATION.

Establishes a career development success program within the Department of Education to provide financial incentives for participating public high schools to encourage students enrolled in grades nine through twelve to enroll in and successfully complete qualified industry-credential programs.  Establishes a similar program for public charter schools.  Appropriates funds.  Effective 7/1/2050.  (SD2)

Establishes the Department of Education Commercial Enterprises Revolving Fund for funds to be expended in the operation of commercial enterprises by the Department of Education.  Makes an appropriation into the revolving fund.  Effective 7/1/2050.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
