RELATING TO COMPUTER SCIENCE. Allows Department of Education students to fulfill world language, fine arts, or career and technical education graduation requirements with computer science. Establishes a scholarship at the University of Hawaii to encourage students majoring in education to take a computer science course. Requires the University of Hawaii to establish computer science pathways for students majoring in education. Requires teacher licensing and certification to include computer science. Appropriates funds. Effective 7/1/2050. (SD1) |

RELATING TO ASTHMA. Requires the Department of Education to offer optional asthma education instruction to students and provide mandatory asthma training to teachers and other department employees who interact with students. Effective 7/1/2023. (SD1)

RELATING TO THE BOARD OF EDUCATION. Removes the governor's authority to select the chairperson of the board of education. Authorizes a majority of the members of the board to elect a chairperson from among the members of the board. Removes requirement that the chairperson be an at-large member.

RELATING TO THE BOARD OF EDUCATION. Amends the minimum qualifications for board of education members. Effective 07/01/2050. (SD1)

RELATING TO EDUCATION. Requires the Governor to nominate members for reappointment at least one hundred fifty days before the expiration of the member's term. Requires the Senate to consider the reconfirmation of the member at least sixty days before the member's term expires. Clarifies that holdover members shall not serve as members of the Board of Education beyond the end of the first Regular Session of the Legislature following the expiration of the member's term unless duly appointed by the Governor and confirmed by the Senate. Immediately disqualifies from service any holdover member whose nomination is withdrawn by the Governor prior to the holdover member's confirmation by the Senate. Requires the Governor to submit to the Senate, no later than twenty days prior to the convening of each Regular Session of the Legislature, a list of the names of any vacancies filled by interim appointment and the number of any vacancies on the Board. Takes effect 7/30/2075. (SD1)

RELATING TO FEDERAL INDIRECT OVERHEAD REIMBURSEMENTS. Broadens the purposes for which indirect costs incurred by the Department of Education, State Public Charter School Commission, or a charter authorizer from federal grants may be reimbursed. (SD1)

RELATING TO OPTIONS FOR STUDENTS IN DEPARTMENT OF EDUCATION SCHOOLS. Broadens the scope of profit-making operations students may engage in at schools to include commercial enterprises, while ensuring that engagement in commercial enterprises shall be related to the primary educational purposes of the school, career pathway, academy, or program. Allows students to receive school credit, compensation, or both, when they engage in profit-making operations. (SD2)

RELATING TO COMMERCIAL ENTERPRISES IN SCHOOLS. Deems student interns engaging in commercial enterprises to be employees of the State of Hawaii. Allows the Department of Education to use revenue generated from commercial enterprises. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
