RELATING TO STUDENT JOURNALISM.

Establishes freedom of press protections for student journalists producing school-sponsored media or university-sponsored media unless subject to certain exceptions.

RELATING TO EQUITABLE DISTRIBUTION OF GROW OUR OWN RESOURCES FOR HAWAIIAN IMMERSION TEACHERS.

Establishes a stipend program to be administered by the Department of Education for students enrolled in a teacher education program at the University of Hawaii and who agree to teach in the public school system for 5 years.  Appropriates moneys.

RELATING TO PROFESSIONAL DEVELOPMENT FOR TEACHERS.

Provides an appropriation for the department of education to provide twenty-one additional hours of professional development for teachers.

Provides an emergency appropriation for a department of education virtual school and authorizes the director of finance to issue general obligation bonds.

Provides funds for lead abatement measures at Department of Education elementary schools.

Broadens the purposes for which indirect costs incurred by the department of education, state public charter school commission, or a charter authorizer from federal grants may be reimbursed.

RELATING TO OPTIONS FOR STUDENTS IN DEPARTMENT OF EDUCATION SCHOOLS.

Broadens the scope of profit-making operations students may engage in at schools to include commercial enterprises, while ensuring that engagement in commercial enterprises shall be related to the primary educational purposes of the school, career pathway, academy, or program.  Allows students to receive school credit, compensation, or both, when they engage in profit-making operations.

RELATING TO COMMERCIAL ENTERPRISES IN SCHOOLS.

Deems student interns engaging in commercial enterprises to be employees of the State of Hawaii; allows the Department of Education to use revenue from commercial enterprises.

RELATING TO OFFICIAL SCHOOL BUSINESS.

Creates a misdemeanor for disrupting or interfering with the administration or functions of any school, school administration office, or school board.

Status

RELATING TO CHARTER SCHOOLS.

Provides funding for rental or lease of facilities under legislative appropriations and bond authorizations to the state public charter school commission for the design, planning, construction, repair, and maintenance of public charter school improvements.  Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools.

HB 1865

Status

RELATING TO CHARTER SCHOOLS.

Removes federal funds disbursement authority from State Public Charter School Commission.  Authorizes the Department of Budget and Finance to disburse federal funds directly to public charter schools.  Repeals the exemption for charter schools from requirements on the administration and use of the federal funds allocated to the State for public education purposes.

Status

RELATING TO THE BOARD OF EDUCATION.

Requires that at least one at-large member of the board of education be a Hawaiian immersion expert selected from a list of nominees submitted by Aha Kauleo Kaiapuni Hawaii.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
