RELATING TO FISH HATCHERY EDUCATION. Requires DOE to establish a native fish hatchery pilot program at Waianae high school. Appropriates funds.

RELATING TO AIR CONDITIONING IN SCHOOLS. Appropriates moneys for air conditioning and filtration at Kahakai Elementary School, Kealakehe Elementary School, Kealakehe Intermediate School, and Kealakehe High School of the Department of Education.

RELATING TO CIVIC EDUCATION. Appropriates funds for the expansion of civic education in the public schools and for one full-time equivalent permanent civic education resource teacher position.

Establishes a career development success program to provide financial incentives for participating public high schools to encourage students enrolled in grades nine through twelve to enroll in and successfully complete qualified industry-credential programs. Establishes a similar program for public charter schools. Appropriates funds.

RELATING TO EDUCATION. Establishes within the department of education a workforce readiness program to provide opportunities for students to earn associate degrees, workforce development diplomas, pre-apprenticeship certificates, and other industry-recognized certificates. Requires the department to designate schools, including adult community schools, to participate in the program. Appropriates funds for the workforce readiness program and two full-time equivalent (2.0 FTE) adult workforce readiness program coordinator positions.

RELATING TO INDIVIDUAL SPORTS. Allows home-schooled, high school-age students to participate as unattached competitors in individual sports available to the public school that the student would otherwise be required to attend.

RELATING TO EDUCATION. Establishes a primary promise pilot program within the Department of Education. Requires the Department to identify elementary schools having low literacy rates or a disproportionate number of students reading below grade level. Appropriates moneys to hire teachers and instructional aides to provide instruction to students in grades K-3 who read below grade level in those identified schools. Sunsets 6/30/2025.

RELATING TO MENSTRUAL EQUALITY. Requires the Department of Education to provide hygiene products that support public health, such as toilet paper, menstrual products, and hand soap free of charge to all students on all public school campuses. Requires the State Public Charter School Commission to provide hygiene products that support public health, such as toilet paper, menstrual products, and hand soap free of charge to all students on all public charter school campuses. Makes appropriations.

RELATING TO TAX CREDIT FOR ON-SITE EARLY CHILDHOOD FACILITIES. Establishes an income tax credit for employers who create on-site early childhood facilities. Establishes and appropriates funds for 1.0 FTE on-site early childhood facility coordinator position. Applies to taxable years beginning after 12/31/2022. Takes effect on 7/1/2023.

RELATING TO THE INDIVIDUALS WITH DISABILITIES EDUCATION ACT. Requires the Department of Health to submit a request, as allowed by federal code, to the United States Department of Education to allow parents of children with a disability to continue receiving early intervention services after the child turns three years of age and until the child enters kindergarten.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
