Establishes the Community Health Worker Certification Program within the Department of Commerce and Consumer Affairs.  Establishes the Community Health Work Certification Special Subaccount of the Compliance Resolution Fund.  Effective 1/1/2050.  (SD1)

RELATING TO ENERGY.

Allows for new electric vehicle charging stations and certain upgrades having a single port to qualify for a rebate.  Increases flexibility of the Public Utilities Commission to administer the electric vehicle charging station rebate program.  Allows for marketing and outreach expenses to be included within allowable administration costs of the electric vehicle charging station rebate program.  (SD1)

RELATING TO WATER CARRIERS.

Requires the Public Utilities Commission to establish an annual two-tier inflationary cost index rate adjustment for water carriers based on automatic annual increases or a justified increase based on actual costs and performance.  Establishes a water carrier agricultural cargo shipping subsidy with an annual rate increase.  Appropriates funds.  Effective 1/1/2050.  (SD1)

Requires cooperative housing corporations, homeowners associations, planned community associations, and condominium associations to develop plans to incorporate zero-emissions fueling stations, including electric vehicle charging stations, onto any of its residential properties that are constructed after January 1, 2023.  (SD1)

RELATING TO BROADBAND SERVICE INFRASTRUCTURE.

Defines broadband equity.  Clarifies the Hawaii Broadband and Digital Equity Office's duties to promote and support digital equity and broadband deployment.  Appropriates funds to the Hawaii Broadband and Digital Equity Office for five FTE positions.  (SD1)

      Status & Testimony

RELATING TO TRANSIENT ACCOMMODATIONS HOSTING PLATFORMS.

Creates a five-year pilot project for counties with a population less than 200,000 to regulate the operation of hosting platforms that provide booking services for transient accommodation operators.  Requires a report to the Legislature.  Repeals on 6/30/2028.
