RELATING TO INTERNATIONAL SISTER-STATE RELATIONS. Appropriates moneys to support international sister-state relations. Effective 7/1/2044. (HD1)

RELATING TO NONPROFIT ORGANIZATIONS. Clarifies the application of the general excise tax law with regard to gross income derived from unrelated trade or business activities of nonprofit organizations. Effective 10/18/2050. (HD1)

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT MANDATORY REPORTING. Requires the holder of a controlled substances registration to immediately verbally report the theft, embezzlement, fraud, or diversion of a controlled substance in the holder's inventory. Requires the submission of a written report to the administrator of the Narcotics Enforcement Division that provides all information related to the theft, embezzlement, fraud, or diversion of controlled substances in the holder's inventory, including but not limited to, records, reports, and any image, film, video, or other electronic medium. Establishes a misdemeanor penalty for a person who prevents another from reporting, or who knowingly fails to provide information as required. (SD1)

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates the Uniform Controlled Substances Act, chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in the federal controlled substances law as required by section 329-11, Hawaii Revised Statutes. (SD1)

RELATING TO RENTAL DISCRIMINATION. Prohibits discrimination, including in advertisements for rental property, in rental transactions based on participation in a section 8 housing choice program or any permanent supportive housing program or requirements related to participation in these housing assistance programs. RELATING TO BROADBAND INFRASTRUCTURE. Requires each public housing project, dwelling unit, and state low-income housing project that is built, renovated, or reconstructed after 1/1/2023, to include all necessary broadband infrastructure necessary for tenants to have access to broadband service.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Establishes the housing choice voucher landlord incentive program. Requires the Hawaii public housing authority to adopt rules without regard to chapter 91, HRS, to establish specified incentives for landlords who participate in the tenant-based assistance housing choice voucher program under section 8 of the United States Housing Act of 1937. Requires that the Hawaii public housing authority adopt rules to establish a maximum of fifteen days after receipt of an owner's or landlord's inspection request as a reasonable time within which to inspect a dwelling unit for lease under the section 8 housing choice voucher program. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO AQUACULTURE. Establishes provisions relating to the department of agriculture's governing of the business of aquaculture. Grants exclusive property rights to persons who lawfully obtain the cultured progeny of wild plants and animals by brood stock acquisition. Authorizes the department of agriculture to regulate the transportation, purchase, possession, and sale of specific aquaculture products as may be necessary to protect indigenous species. Requires the department of agriculture to prepare programmatic environmental impact reports and acquire land for aquacultural purposes. Makes appropriations. Effective 7/30/2075. (HD1)

RELATING TO PROCUREMENT. Requires agencies to publicly post the justification for cancelling an invitation for bids or request for proposals for a minimum of ten days on a purchasing agency's or provider's website and by any other method the procurement officer deems effective. RELATING TO TRANSPORTATION. Establishes long-term goals for zero emissions transportation in Hawaii and abroad to reduce and eliminate transportation emissions. Establishes the interisland transportation working group. Requires annual reports to the legislature. Requires the department of transportation and Hawaii state energy office to prepare for and incentivize the increased adoption of electric vehicles in the State. Effective 7/1/2050. (HD1)

RELATING TO THE CENTER FOR NURSING. Requires all nursing license applicants to respond to the center for nursing workforce supply survey in conjunction with license renewal, but does not penalize for failure to do so. Authorizes the office of wellness and resilience to address issues and implement solutions to improve wellness and resilience, including issues and solutions identified by the trauma-informed care task force. RELATING TO THE HAWAII STATE HEALTH INSURANCE ASSISTANCE PROGRAM. Appropriates funds to expand the Hawaii state health insurance assistance program by contracting with third-party service providers and staffing consultants and recruiting more volunteers. Effective 7/1/2060. (HD1)

RELATING TO MICROBEADS. Beginning 7/1/2022, bans the manufacture of a personal care product, except a non-prescription drug, that contains plastic microbeads. Beginning 7/1/2023, bans the sale or offer for sale of a personal care product, except a non-prescription drug, that contains plastic microbeads. Beginning 7/1/2024, bans the sale or offer for sale of a non-prescription drug that contains plastic microbeads. Specifically exempts rinse-off cosmetics that are also non-prescription drugs regulated by the federal Microbead-Free Waters Act of 2015. Effective 7/1/2050. (SD1)

RELATING TO TAXATION. Expands the renewable energy technologies income tax credit to include firm renewable energy systems. Caps the total amount of tax credits for each firm renewable energy system at $750,000. Sunsets the renewable energy technologies income tax credit on 12/31/2045. Effective 7/1/2050. (HD1)

RELATING TO ZERO EMISSION VEHICLE FUELING REBATES. Establishes the zero-emission vehicle fueling system rebate program. Establishes the rebate amount for the installation or upgrade of a hydrogen fueling system at $200,000. Establishes a hydrogen fueling system subaccount within the public utilities commission special fund. Reduces the allocation that the energy systems development special fund receives from the environmental response, energy, and food security tax from 8 cents to 5 cents and allocates the difference to the hydrogen fueling system subaccount. RELATING TO RECYCLING. Requires the Department of Health to implement the Auditor's recommendations for the Deposit Beverage Container program, including developing a risk-based selection process to select reports submitted by certain distributors and redemption centers for audit. (SD1)

RELATING TO CARBON SEQUESTRATION INCENTIVES. Establishes the Hawaii carbon smart land management assistance pilot program to incentivize carbon sequestration activities through incentive contracts that provide compensation for eligible practices by program participants. Repeals the carbon offset program. Appropriates funds for positions and assistance. Effective 7/1/2050. (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
