RELATING TO TRANSPORTATION NETWORK COMPANIES.

Makes permanent the motor vehicle insurance requirements for transportation network companies and transportation network company drivers in Act 236, Session Laws of Hawaii 2016.

Establishes requirements and permitting procedures for transportation network companies operating in the State.  Makes permanent insurance requirements for transportation network companies and transportation network drivers.  Effective 7/1/2050.  (HD1)

RELATING TO REGISTRATION OF VEHICLES.

Requires that the transferee's and transferor's address be provided on the certificate of ownership when the title to a motor vehicle is transferred.  Clarifies that the signature of the transferee and the signature of the transferor each serve as an attestation by that respective party as to the validity of the information on the certificate of ownership.  Specifies that providing false or fraudulent information subjects a party to penalties.  Effective 7/1/2050.  (HD1)

RELATING TO NOISE POLLUTION.

Requires the department of health to adopt rules for the control, prevention, and abatement of noise pollution emitted by vehicles in the State.  Prohibits the use, ownership, and sale of excessively loud vehicles.  Effective 7/1/2060.  (HD1)

Status

RELATING TO CONTROLLED SUBSTANCES.

Expands the prohibition on promoting a controlled substance in, on, or near schools, school vehicles, public parks, and public housing projects or complexes to include group child care centers, group child care homes, public recreation centers, and youth services centers, collectively as protected areas.  Requires methadone treatment programs to be located at least 750 feet away from protected areas.  Effective 7/1/2060. RELATING TO POOLS.

For purposes of the Department of Health's authority to adopt rules concerning public health and safety, defines "pool" to mean a watertight artificial structure containing a body of water that does not exchange water with any other body of water either naturally or mechanically used for swimming, diving, recreational bathing, or therapy by humans.  Effective 7/1/2060.  (HD1)

RELATING TO PROCUREMENT.

Provides additional guidance and updates the reporting obligations for state departments, including the department of education, pursuant to Acts 175 and 176 (SLH 2021), which established programmatic goals for the purchase and procurement of locally sourced products.  Effective 7/1/2050.  (HD1)

Amends the definition of "petroleum product" to mean any product derived from the distillation of crude oil.

RELATING TO POSTCONSUMER RECYCLED CONTENT.

Requires deposit beverage distributors that sell, offer for sale, or distribute deposit beverage containers in the State to meet minimum postconsumer recycled content requirements.  Effective 7/1/2100.  (HD1)

Status

RELATING TO RENEWABLE PORTFOLIO STANDARDS.

Amends the definition of "renewable portfolio standard" to be a percentage of electrical energy generation, rather than sales, excluding customer-sited fossil fuel generation.  Expands the events or circumstances that are beyond an electric utility company's reasonable control to include non-renewable energy generated by electric generation facilities over or of which the electric utility does not have direct control or ownership.  Effective 7/1/2100.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
