RELATING TO COVERAGE FOR MAMMOGRAPHY.

Requires health insurers, mutual benefit societies, and health maintenance organizations to cover mandated services for mammography at least as favorably as coverage for other radiological examinations.  Effective 7/1/2060.  (HD1)

RELATING TO HEALTHCARE PRECEPTORS.

Clarifies the limits of when a preceptor may be compensated for standard clinical services while providing a volunteer-based supervised clinical training rotation.  Amends the definition of "preceptor" to improve accessibility for providers to receive income tax credits for acting as preceptors.  Includes the director of health on the preceptor credit assurance committee.  Effective 7/1/2060.  (HD1)

RELATING TO BACKGROUND CHECKS.

Requires the scope of the background checks for certain individuals to include acts that the individuals committed during the age of majority.  Applies to certain individuals under the scope of contractual or employment obligations relating to minors, young adults, and vulnerable adults.  Effective 7/1/2060.  (HD1)

RELATING TO PROCUREMENT.

Establishes the small business assistance initiative within the state procurement office, to consist of a small business procurement coordinator and small business office.  Appropriates funds.  Effective 7/1/2112.  (HD1)

Establishes the Hawaii broadband infrastructure authority.  Defines broadband equity within the Hawaii broadband and digital equity office.  Appropriates federal funds.  Effective 7/1/2050.  (HD1)

RELATING TO A STATEWIDE DATA HUB.

Requires the department of business, economic development, and tourism to establish and maintain a statewide data hub to collect employer and employee data.  Authorizes the department of business, economic development, and tourism to determine the type of employer and employee data to collect, the functions of the statewide data hub, and access and document retention policies for the data.  Appropriates funds.  Effective 12/25/2040.  (HD1)

RELATING TO HURRICANE PREPAREDNESS.

Establishes the safe home program to provide matching and nonmatching grants for installation of wind resistive devices to single-family, owner-occupied, residential properties in certain circumstances.  Creates a permanent position within the insurance division of the department of commerce and consumer affairs to implement and administer the safe home program. Appropriates funds.  Effective 7/1/2050.  (HD1)

RELATING TO HOUSING.

Requires each county to submit biennial reports to the legislature on its efforts to reduce zoning and regulatory barriers to housing development.  Requires the Hawaii housing finance and development corporation and Hawaii public housing authority to submit biennial reports, based on their individual review of the counties' reports, to the legislature and their respective board on streamlining affordable housing development.  Effective 7/1/2050.  (HD1)

RELATING TO SERVICE ANIMALS.

Requires the department of agriculture to be responsible for all neighbor island inspection permit fees for service animals that are located in the State and are being transported for release at Kona, Kahului, or Lihue airport.  Appropriates funds.  Effective 7/1/2050.  (HD1)

RELATING TO CLIMATE CHANGE MITIGATION.

Requires all state building construction projects and state highway projects to use building and construction materials that seek to reduce their carbon footprint, where feasible and cost effective.  Effective 7/1/2100.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
