RELATING TO FIREWORKS. Increases from $2,000 to $5,000 the maximum fine that may be assessed against certain fireworks-related violations.

RELATING TO FIREWORKS. Increases the fireworks display permit fee from $110 to $300.

RELATING TO FIREWORKS. Creates a civil cause of action that may be brought by any person, other than an officer or employee of the State or a local governmental entity in the State, for certain violations or aiding or abetting certain violations of the Fireworks Control Law, with statutory damages.

RELATING TO FIREWORKS. Mandates each county to offer a monetary reward to individuals who report the illegal use of fireworks and to pay the reward under certain conditions. Appropriates funds.

RELATING TO FIREWORKS. Specifies that certain violations of the Fireworks Control Law shall be considered a violation of noise control rules under the Hawaii noise pollution laws, punishable by civil penalties and subject to citations under those respective laws. Appropriates funds to establish one full-time equivalent position for an inspector in the department of health. Appropriates funds for the department of health to enter into a contract with a security company to assist the inspector.

RELATING TO FIREWORKS INFRACTIONS. Establishes an expeditious adjudication system for the processing of fireworks infractions. Appropriates funds.

RELATING TO FIREWORKS. Establishes the 2022 illegal fireworks task force within the department of the attorney general to develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control law; and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the legislature.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
